JOB SUMMARY
Oversees the administration/operation of all county Advanced Studies and Programs (ASP); promoting the access to challenging and engaging opportunities throughout their education of all students. Oversees the administration, implementation, responsiveness, program design, and budget of all county Magnet Programs – Programs of Choice (STEM, PVA, IB), Signature, Advanced Learning, Co-Curricular, CDM, Triple E, Service Learning, AVID, Bridge Program, Advanced Placement, Instructional Technology, Online Campus, and ROTC.

ESSENTIAL DUTIES/RESPONSIBILITIES

  • Guides, leads, and supports innovative thinking of all ASP Offices; including assessing researched-based practices, integration of technology in adult and student learning, and community/business infusion in the teaching and learning process.
  • Makes recommendations for the continued improvement, evolution and development of ASP based upon school system priorities, evidence gathered by research, and program evaluation.
  • Collaborates with system leadership partners (Directors for OSP, Student Services, C&I, ASI, IDD, etc.) as it pertains to the implementation of curricular and co-curricular programming in ASP; including revitalizing the K-5 curriculum to recognize the whole child through the purposeful integration of inquiry/exploration, discourse, play, and movement.
  • Active member of AACPS Executive Team and Senior Staff.
  • Supports the supervision/evaluation of the performance of office coordinators/managers, program specialists, technicians, administrative staff.
  • Advises school leaders, principals, teachers, service providers, other school-based personnel and parents on school regulations/policies, curriculum matters, instructional frameworks/specialized coursework, school improvement, innovation, teaching & learning etc. as they relate to ASP and COMAR compliance.
  • Collaborates on the implementation of Academic and Strategic Initiative (ASI) Division activities/actions on behalf of the System’s Strategic Goals/Superintendent’s Priorities.
  • Advises school-based administrators on matters pertaining to utilization of personnel selection and purchase of materials of instruction and equipment associated with ASP/Programs of Choice; including the development of instructional guides/resources/professional development tools, and curriculum documents.
  • Engages community stakeholders as educational investors in ASP offerings to create an authentic context and connection to learning.
  • Supports collaboration and partnership endeavors with Institutions of Higher Education (IHE) on behalf of ASP.
  • Makes recommendations in the design of school buildings/amazing learning spaces for educational engagement that promotes accelerated learning student happiness.
  • Facilitates local consortiums to promote collaborative efforts, creative programming, and professional learning communities.
  • Researches grant/resource opportunities to promote rigorous and relevant instructional opportunities.
  • Supports a cycle of continuous improvement in the Division of ASP (accountability (achievement and opportunity gap elimination), effectiveness, efficiency, and economy).
  • Consults on legislative bills (House and Senate) related to ASP issues.
  • Analyzes data/provide annual reports /program highlights.
  • Actively participates in Assistant Principal Professional Development Teams/ Succession activities; recognize the role of dedicated leadership time with shadowing.
  • Performs other related duties as assigned within the same classification or lower.

Education

  • Master's Degree in related field of education from a regionally accredited college or university required.

Experience

  • Five (5) years successful experience as a teacher in a school district required.
  • Three (3) years experience/highly effective or outstanding ratings as a system leader (Director, Coordinator, Administrator, Senior Manager, etc.) required.
  • Two (2) years supervisory/management experience in related job function required.

  • Demonstrated ability to effectively work and communicate with diverse populations (students, parents, staff, and the public).
  • Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or PowerPoint preferred).

Licenses and Certifications
Employee must retain active licenses, certifications, and enrollment as a condition of employment.

  • Hold or be eligible for Educator Certification: Advanced Professional Certificate (APC) issued by Maryland State Department of Education (MSDE) required.
  • Hold or be eligible for Educator Certification: Administrator I Certificate issued by Maryland State Department of Education (MSDE) required.
  • Hold or be eligible for Superintendent I Certificate issued by Maryland State Department of Education (MSDE) required.
  • Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required.
  • Daily access to reliable transportation.

  • Driving is required to conduct bona fide Board business that is within the scope of employment in this position.
