SENIOR EXERCISE PLANNER (Part Time)
National Guard Exercise Program
Summary:
This position requires senior level National Guard officer or Non-Commission Officer experience and the ability to coordinate, plan, develop, and deliver exercise and training programs according to the standards of the DoD Joint Training System (JTS) and the DHS Homeland Security Exercise Evaluation Program (HSEEP). This position requires mastery level knowledge and skills in exercise design and control to meet and sustain the training requirements of State's National Guard Joint Force Headquarters (JFHQ) staff and standing Adaptive Battle Staff (ABS), and Joint Task Force (JTF) designated staff. This position leads and trains other Exercise Design and Control personnel in the design, planning, execution, and after-action-review of exercises.
Job Duties:
- Overall responsible for the exercise program management, design and development, conduct, evaluation, and improvement planning of a multi-day discussion or operations-based Command Post Exercise (CPX) at the General Office level staff.
- Directly coordinate with the JFHQ, JTF, and/or ABS staff to custom design a tailored Homeland Security (HS) or domestic man-made or natural disaster CPX.
- Lead and develop various exercise planning meetings and/or working groups in accordance with the clients' requests and contract requirements.
- Assist senior level National Guard Officers and Non-Commissioned Officers in developing training objectives ties to Joint Mission Essential Task requirements.
- Develop of the construction of the HSEEP products to support the execution of the CPX to include development of the Joint Exercise Life Cycle (JELC), Situation Manual (SITMAN), In Progress Review (IPR) meetings, Master Scenario Events List (MSEL), Exercise and Evaluation Guides (EEGs), Exercise Plans (ExPLANs), and products and other client requested products.
- Manage/develop requirements and production of supporting exercise documents such as Operations Order (OPORD) development, weather inject information, Serious Incident Reports (SIR), Emergency Management replicated forms to stimulate the MSEL injects to ensure that all the training objectives and requirements are met for the client.
- Conduct and lead additional exercise control personnel in the control of an exercise through the flexible management of a MSEL.
- Coordinate directly with the modeling and simulation team to ensure subordinate units/organizations are replicated in the simulation IOT provide data to the training audience staff for mission processing and key leader decision making.
Basic Qualifications:
- Master's Degree (or bachelor's degree with equivalent experience)
- DHS FEMA Independent Study Courses: IS-75, IS-100.b, IS-200.b, IS-700.a, IS-800.b, IS-120.a, IS-130, IS-201, IS-230.d, IS-405, IS-701.a, IS-702.a, IS-703.a, ICS-300, ICS 400, DSCA Phase I
- At least 10 years with the Army/Air National Guard at the State or National Level
- At a minimum Lieutenant Colonel or Master Sergeant experience with the National Guard at the Joint Force Headquarters staff level
- Mastery-level knowledge of the National Incident Management System (NIMS)
- Prior Military service, with ability to understand and write Military Operations Orders, ability to use the Military Decision-Making Process (MDMP) and/or Joint Operation Planning Process (JOPP), and the ability to train and evaluate individuals.
- Mastery-level knowledge of National Guard CS and DOD DSCA capabilities and operations, to include those of the Chemical, Biological, Radiological, and Nuclear (CBRN) Response Enterprise (CRE)
- Prior Civil Support (CS)/Defense Support of Civil Authorities (DSCA) experience
- HSEEP trained and demonstrate the ability to design a Full Scale Exercise
- Minimum 7 years' experience in the management and design of exercises for a variety of clients (DHS/FEMA/NED and other Federal Agencies; FEMA Regions, States, Territories, Tribal Nations and other local government entities; private sector, volunteer, faith-based and other NGOs)
- Experience working with FEMA, as well as State and local Emergency Management Agencies
- Ability to use and train others on the use of MS Office products (Outlook, Excel, Word, and PowerPoint)
- Must be a US citizen with a Secret or higher security clearance
- Excellent oral and written communications skills
- Ability to effectively deliver presentations to large audiences, ranging from new employees to senior leadership
- Excellent interpersonal skills
- Must be willing to travel outside of Duty Location 10-15 times/year varying in length from 3 days to 2 weeks (approximately 50% of the year)
Preferred Qualifications:
- National Guard Joint Staff primary staff officer or Non-Commission Officer experience
- Senior Service College
- Sergeants Major Academy
- MEP certified.
- Experience using a wide range of systems and processes that include the Joint Training Information Management System (JTIMS), Defense Readiness Reporting System (DRRS), Joint Lessons Learned Information System (JLLIS), Lessons Learned Information System (LLIS), Joint Master Scenario Events List (JMSEL), All Partner Access Network (APAN), and Emergency Management Assistance Compact virtual dynamic training environment (EMAC Sandbox) databases.
