Job Summary
Aptive is seeking a dedicated, forward looking Portfolio Manager to support digital transformation within the Department of Veterans Affairs (VA). The selected candidate will support the Department of Veterans Affairs (VA) Office of Management (OM) through Congress established the Financial Services Center (FSC) as a Franchise Fund Enterprise Center. FSC services both customers internally at VA and to Other Government Agencies (OGA).
FSC Financial Technology Service {FSC) is a dedicated IT organization, which is aligned to oversee and support all IT work within the FSC as well as IT related decisions that impact future business. FSC is dependent on information technology (IT) to effectively and efficiently deliver services. FSC partnered with the VA Office of Information and Technology (OIT) to merge technology and business to jointly develop and implement products and services for VA customers and stakeholders. In this role, you will lead client relationship building and deliver the key aspects of federal program management. You will creatively approach situations within the larger context of healthcare and other industries, think critically about our approach and our work, and suggest new ways to approach our solutions and demonstrate effectiveness. Your ability to gain insight into operational challenges by utilizing data, create frameworks for data analyses, understand the content and context of models and provide input into the translation of results into recommendations, positions. or direction, is highly sought after for this position.
This is a contingent position. This position can be located in Austin, TX or fully remote.
Primary Responsibilities
- Proactively monitor the performance of SLs and Products and provide expert SME input to PMO and FSC leadership that will improve the overall Portfolio Management maturity of the PMO
- Manage team assignments for SL resources
- Responsible for quality assurance over the SL Program and Product deliverables
- Responsible to update, maintain, and improve SL and the Product related process documents in the Product Management Playbook and other FSC documents
- Responsible to continuously seek to create partnerships and build relationships between technology and business operations at FSC, the VA enterprise level, and across federal government
- Responsible to regularly update, maintain, and improve FSC Portfolio Scrum Team Roster
- Establish and maintain technical and financial reports to show progress of projects to management and customers
- Oversee support that enables full integration of program oversight support to each business and product line
- Inform Government decision making and shall work with agility, maintain appropriate communication, and work to continuously refine their approach in response to lessons learned or retrospective ceremonies
- Support program representatives and present recommendations to leadership for decisions
- Support meeting to discuss ongoing support as well as risks, barriers, decisions needed, priority recommendations, and recommendations to mitigate program issues
Minimum Qualifications
- Bachelor’s degree in Engineering, Computer Science, or Related Scientific /Technical Discipline is required
- 10 years of experience leading a Portfolio using SAFe and PLM as well as expertise managing financial services portfolios of similar size and complexity
- Ability to rapidly prioritize competing requirements
- Ability to understand and simplify customer requirements
- Ability to communicate end user feedback to technical and design leads
- Strong communication skills
- Proven knowledge of industry standards
- Ability to travel onsite in Austin, TX
- Must be well versed in full systems development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure and management practices
- Ability to obtain and maintain a public trust clearance
- Legal authorization to work in the U.S.

- PgM certification
- Demonstrated experience managing program budgets and large teams
- Information System implementation to include planning, migrating, and transitioning from an existing solution
- Agile and scrum methodologies aligned with Veteran Focused Integration Process (VIP)
- Familiarity with Process Improvement/ Process Design practices, such as:
- Six Sigma
- Lean
- Total Quality Management
- Theory of Constraints
- Government Policies and Procedures related to IT implementation
- Standardizing approach to Security authorizations for Cloud Service Offerings

- Demonstrated knowledge of strategic planning, organizational designs, change management, policy, risk management, performance management, knowledge management, training, coaching and mentoring
- Knowledge of military and Veteran health care populations
