Responsibilities
In this customer-facing, team-oriented position will support the Sponsor's organization responsible for Business and Outreach. This includes providing acquisition guidance and strategy that will support organizational needs. Responsibilities include, but are not limited to the following:
- Oversees purchases of materials, equipment, products, parts, services, and supplies necessary for on-going operations.
- Conduct best practices for procurements, to include Full Time Equivalent (FTE) resources and aggregation recommendations for planning purposes.
- Leads aspects of strategic sourcing, which may include, proposal evaluation, price/cost analysis, contract negotiation, vendor management, and contract administration.
- Provide guidance for use of diverse payment methods.
- Improve payment procedures to minimize commercial fraud detection.
- Account for diverse network connections that transit across secure platforms in support of managed internet capabilities outside of Sponsor spaces, leveraging new vendors.
- Identify and establish relationships with managed internet providers for network diversity.
- Document procurement authority and delegation for Sponsor organization.
- Develop procurement aggregation standards for each entity through risk management and lessons learned.
- Understand various types of acquisitions for hardware, software, prototyping and proofs of concept
- Initiate vendor, role, and IP address de-confliction.
- Assist in developing statements of work(s) for various systems, technical services and/or technical expertise, which can include system architecture, performance, monitoring, data management, security, and operations.
- Track the status of requisitions, contracts, and orders.
Qualifications
Required Qualifications
- Must possess and be able to maintain a TS/SCI with a polygraph
- BS 12-15, MS 10-13, PhD 8-10 (or equivalent experience) in Computer Science, Information Systems Engineering, Business, or a scientific, or technical discipline.
- Ability to fully coordinate master project schedules.
- Ability to coordinate information flow occurs between all programs and organizational managers.
- Ability to establish functional and technical specifications and standards, solve hardware and software interface problems, define input/output parameters, and ensure integration of the entire system or subsystem.
- Provides a total systems perspective including a technical understanding of relationships, dependencies, and requirements of hardware and software components.

- Ability to test and evaluate hardware and software to determine efficiency, reliability, and compatibility with existing systems.
- Identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.
- Ability to work in a dynamic and challenging environment.
- Ability to coordinate with engineers, systems analysts, programmers, technicians, scientist and top-level managers in the design, testing, and evaluation of systems.
