What are the responsibilities and job description for the Acquisition Specialist position at ARServices?
ARServices is seeking an experienced Countering Weapons of Mass Destruction (CWMD) Acquisition Specialist to join our team providing Advisory and Assistance Services to the Defense Threat Reduction Agency (DTRA) Research and Development Directorate (RD) Operations Department (OP) Integration Division (OPI) team.
Principal Duties
- Support development of Military Interdepartmental Purchase Requests (MIPRs) and Inter-Agency Agreements (IAAs) to support access to partner organizations' contract vehicles.
- Work with DTRA or external contracting functions to develop new acquisitions. Assist in the development of acquisition packages supporting research and development efforts within the department, while adhering to the Federal Acquisition Regulations (FAR), DoD Acquisition Directives and DTRA specific Acquisition Directives.
- Draft acquisition strategies, statements of work, cost estimates, and performance metrics.
- As requested, participate in source selection, contract funding and modification actions, including representation in Initial Strategy Sessions and Acquisition Strategy Reviews, drafting, and submitting Purchase Requests.
- Coordinate and integrate the work of assigned portfolio budgets.
- Support development and preparation of program management documentation including budget and Program Objective Memorandum (POM) estimates, Acquisition Program Baselines, Acquisition Strategies, Life-Cycle Management Plans and Risk Management Plans.
- Prepare acquisition milestone program documentation to support milestone decisions.
- Support planning and managing work for an assigned portfolio of CWMD capability development efforts in support of Combatant Command customers.
- Draft short and long-range goals and acquisition program objectives for assigned portfolio.
- Proactively identify acquisition vehicles to support portfolio requirements. Interface with program managers from other departments and partner organizations to understand related acquisitions with the potential (scope and ceiling) to address needs.
- Coordinate acquisition information within RD departments and divisions; track and report the status of acquisition projects and funding to include commitments, obligations, expenditures and unliquidated amounts
Requirements
- Bachelor’s degree (BS/BA) from an accredited university plus five (5) years relevant experience or Graduate degree (MS/MA) plus three (3) years of relevant experience
- DAWIA Acquisition Certification Level 2, or equivalent coursework
- Experience with Agile acquisition processes in DoD
- Proficiency with Microsoft SharePoint, Office Suite, InfoPath, and other software tools
- Strong critical thinking, problem-solving, and written and verbal communication skills
- Ability to multitask in a fast-paced environment
- Active secret clearance
Desired Qualifications
- DAWIA Acquisition Certification Level 3, or equivalent coursework
- Experience working with Other Transaction Agreements (OTAs)
- Experience with the Federal Acquisition Regulations (FAR), Government processes for acquisition programs, and the various program reviews required for acquisition approval.
- Experience with DoD Acquisition
