Position Overview:
The Human Resources Recruiter will run the day-to-day functions of the Human Resources (HR) department including hiring and interviewing staff, maintaining employee records, administering pay, benefits, and enforcing company policies and practices. The Human Resources Recruiter is responsible for sourcing, screening and recommending candidates for ATS positions as well as onboarding new hires. This person must understand, model and represent ArtsQuest and its people. They will identify opportunities to build applicant pools, establish trust and partnerships with hiring managers, identify potential “fit” through effective interviewing and testing, effectively administer the interviewing and onboarding process, and ensure a positive new hire experience in order to oversee the successful employment life cycle. Developing and executing recruitment plans and strategies are primary responsibilities to ensure hiring goals are met with the best possible talent. All activities must be in compliance with Equal Employment Opportunity laws, HIPAA, ERISA and other regulations, as appropriate.
Job Responsibilities:
Talent Acquisition
- Consult with department leaders and hiring managers on position descriptions, requisition creation, compensation, and sourcing strategies.
- Plan with hiring managers to meet the demands of large-scale seasonal recruitment and onboarding while overseeing ongoing recruitment for part-time and full-time positions.
- Researches and implements recruiting and hiring strategies to attract and retain employees from diverse backgrounds as a commitment to ArtsQuest’s DEI&B strategy.
- Recruit and perform talent acquisition activities such as resume, video & phone screens, candidate interviews, recommend the final selection of applicants, and close qualified candidates.
- Respond timely to internal and external applicant situations, and applicant requests as required.
- Arrange pre-employment testing, background, and reference screenings.
- Place and update all job postings in various media including online sites, colleges, social networks, community job boards, and staffing partners.
- Manage candidate workflows, communications and updates with exceptional detail to ensure accurate candidate tracking within the ATS.
- Manage ArtsQuest’s internship program from sourcing to onboarding and overseeing students during their internship. Complete all paperwork with and in conjunction with colleges and universities, and ensure compliance with FLSA and DOL.
- Represent the company at recruiting events (i.e., college job fairs), providing company/job information and interviewing applicants.
- Create offer letters, maintain ATS, run recruiting reports, and other staffing administration functions as needed.
- Oversee new employee and intern onboarding, ensuring the process is engaging. Ensure new hire checklists are followed and compliant with federal and state requirements. Perform I-9 verification and criminal background checks and ensure new hires are onboarded properly including tax setup, compensation, benefits, accruals, direct deposit, retirement plans, and, that all associated company policies, documentation, equipment and clothing are issued to set new employees up for success.
Administration and Compliance
- Experience with an HRIS is essential to perform routine tasks required to administer and execute employee life-cycle maintenance, including but not limited to; compensation, benefits, leave, disciplinary matters, disputes and investigations, performance and talent management, productivity, recognition & morale, occupational health and safety, and training & development.
- Communicates employee birthday, service milestones, and achievements internally and posts relevant accomplishments externally through ArtsQuest social media.
- Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate level.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
