Description :

The Human Resources Administrative Generalist performs various administrative and professional work supporting Weatherly Casting & Machine Co.

LLC's human resources, payroll, sales, and customer service programs. The incumbent independently prepares, conducts, and takes definitive action regarding processes and functions integral to the various department's missions.

Work includes human resources, payroll, safety, sales, and customer service duties.

SUPERVISION RECEIVED

This position reports directly to the Human Resources Manager at the Ashland, PA, location.

SUPERVISION EXERCISED

This position is not responsible for the supervision of other employees.

Requirements :

ESSENTIAL FUNCTIONS OF THE POSITION

NOTE : An employee assigned to this title shall perform a majority, but may not perform all, of the duties listed in this job description.

General HR

Supervisor support

Attendance tracking weekly

Preparation of disciplinary documentation for consistency - monthly

Employee communications; Mandatory posting management

Retirement gifts / planning

FMLA / FLSA / ADA Management

Non-union termination support

Labor Relations

Posting of job bids and awards, tracking

Non disciplinary separations (Layoffs, Bumping, Furloughs)

Labor management meetings & documentation (agenda & notes)

Management of grievances

MOU drafts

Probation extension tracking; Last Chance Agreements & management

Seniority Lists monthly present to the union

Semi-annual and annual required information to USW

Termination support

Benefits

Open enrollment rollout

Benefits orientation & initial enrollment

HIPPA / PHI certified individual to review claims information for employees or as otherwise appropriate

POC for questions from employee / spouse

Short-term Disability Entry & management of claims

LTD (only non-union) Liaison for facilitation of claims & questions from the carrier

Occupational Health

o Pre-employment drug, alcohol & audiogram and silica testing scheduling

o OSHA medical surveillance; 3-year rotation for silica (Annual follow-ups for those with limitations)

Worker's Compensation

o Reporting of claims

o Treatment of injury management of process

o Light duty assignments

Documentation of light duty offer

Manage light-duty process through location / supervisor

o Compliance with PA Worker's Compensation law

Management of panel doctors

Direction of care for 90 days

Proper forms completed

Safety

Weatherly safety committee - Documentation and posting of minutes

o Safety incident / Near miss follow-up

o Coordinate Safety Training

o CPR training annually (OSHA requirement)

First aid training every three years (OSHA requirement)

Annual silica / hexavalent chromium training (Martha Guimond)

Annual respirator fit testing (Martha Guimond)

o OSHA recordkeeping

o Shoe Mobile annual visit (Generally in August)

o Forklift safety & recordkeeping

Risk Management

o Annual MVRs

Recruiting

o Management of requisitions

o Scheduling of interviews

o Interview support

o Verbal offers

o Offer letters

o Rejection communications

o Background checks

o Schedule Pre-hire occ health requirements

o Prepare electronic onboarding through Paylocity

Onboarding

o Launch Process in Paylocity, confirm completion

o Transition candidate to employee to HR & Payroll module in Paylocity

o New hire orientation

Offboarding

o Collection of company property

o Security access terminations

o Termination checklist

o Exit interviews

o Termination of benefits - automatic

o Portability paperwork for ancillary benefits

o Explanation of the COBRA process

o 401(k) transition (as applicable)

o Unemployment compensation management (People Systems assists)

Payroll

o Process Union Hourly Payroll and Non-Union Hourly and Salary payroll, which includes :

o Processing longevity pay

o Production payout

o New Hire Sign-on bonus and Employee Referral Bonus payout

o Monthly medical opt-out payments,

o Shoe and safety glasses reimbursement,

o Union fee deductions and payment to union,

o Child support withholding,

o Benefit deductions,

o Delinquent tax deductions,

o STD 3rd Party Sick Pay,

o Complete forms for PA Dept of Human Services and Unemployment

o Update employee information as necessary

o Expense report reimbursement

o 1095 and W2 review

Tracking

o Track employee boot and safety glasses purchases, uniforms, and invoicing.

o Track new hire probationary employees for union eligibility

o Track employees out on DB or Comp for insurance owed

o Monitor call in vacation days

o Order and track uniforms

Odyssey

o Add new shift codes in Odyssey as needed

o Add new status and absent reasons as needed

o Assist supervisor with odyssey issues

Reporting

o Run Seniority listing for vacation updates, monitor weekly

o Monthly Points Reports

Union

o Monthly Union Dues

o Assists with Collective Bargaining Agreement administration and receives and routes grievances correctly.

Miscellaneous

o Scan documents into employee files in Paylocity

o Answer door, assist vendors / visitors, sort mail as necessary

o Employee listings / retiree listings for the union, as requested

o Help employees resolve insurance issues; print new cards

o Work with purchasing to order office supplies, monitor, stock, and replenish office equipment, such as paper and ink for the printers and copiers

o Special Projects as assigned

Customer Service

Submit quotes in response to customers' requests for a quotation for castings and machining.

Request quotes from vendors for any outside operations.

Enter orders, checking all details for accuracy.

Resolve any problems regarding pattern equipment, missing information, new revisions, etc.

Acknowledge orders.

Print and distribute shop orders for production.

Load new parts with all manufacturing routing steps and customer requirements.

Respond to requests for order status.

Scan and file.

Other duties.

Answers routine questions from employees, retirees, and the public or directs appropriate staff when necessary.

Regularly interacts with organizational leadership, employees, vendors, and affected individuals within and outside the organization to assist with completing general informational requests or directions to appropriate staff to provide the highest-level customer service.

Excellent communication and people skills with the ability to listen effectively, respond appropriately, and maintain mutual comfort while relating to a diverse workforce.

Strong ability to perform well and be unfailingly diplomatic in a high-pressure and complex environment.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of state and federal labor laws and regulations and the ability to learn specific human resources rules and regulations.

Knowledge of computers and computer software, with the ability to apply this aptitude in word processing, Excel spreadsheet development, and Word document merges.

Thorough knowledge of proper records management, retention of records, and cataloging of files.Ability to maintain confidential and sensitive information.

Ability to manage stressful situations. Ability to prepare and analyze comprehensive reports, conduct assignments, and administer existing and proposed programs.

Ability to communicate effectively verbally and proficiently in writing with various employees, managers, labor unions, and the public.

Ability to establish and maintain effective working relationships with employees, supervisors and managers, other agencies, and the public.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position.

American Sign Language may also be considered an acceptable form of communication.

EDUCATION & EXPERIENCE

1. Associates Degree in Human Resources or Business; and,

2. Bachelor's Degree in Human Resources preferred; and

3. A minimum of two years experience working in an HR support position or,

4. Equivalent combination of education and experience.

TOOLS AND EQUIPMENTTelephone, personal computer (including HRIS, word processing, spreadsheet, and other specialized software), calculator, fax machine, scanner, printer, and copy machine.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to walk, sit, talk, or hear. The employee is occasionally required to use hands to finger, handle, or feel objects, tools, or controls;

reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The employee must occasionally lift and move up to twenty-five (25) pounds.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee may occasionally enter the plant environment and be exposed to moving mechanical parts.

The noise level in the work environment is usually quiet but can be moderate or loud when entering the plant. The temperature in the work environment is usually regulated;

however, in the plant, the temperature may be cold in the winter and hot in the summer. Employees must wear proper steel-toe shoes, safety glasses, and hearing protection while working in certain areas.
