JOB DESCCRIPTION: The Contract/Procurement Intern will be responsible for conducting cradle to grave acquisition support activities in support of the client. Responsibilities within the role:
- Conducts acquisition planning and market research. Together with project team and Small Business Specialist, determines contract type, and area of solicitation. Considers all possible set-asides in conjunction with local socioeconomic and small business goals. Prepares other required pre-solicitation documentation. Prepares and posts FedBizOpps advertisement.
- Prepares and issues solicitations, Requests for Proposals/Quotes and amendments. Works with project team to address questions. Receives, records, and reviews proposals/quotes for responsiveness.
- Coordinates technical evaluation panels. Participates in and assists the Contracting Officer in all source selection activities and best value tradeoff evaluations. Prepares for and participates in negotiations; performs cost and/or price analyses; documents source selection activities; and determines fair and reasonable pricing. Obtains certified and other than certified cost and pricing data as required.
- Processes contract awards for government Contracting Officer signature. Prepares and distributes award packages and announcements.
- Performs contract administration. Maintains official contract file (all files are electronic). Resolves payment issues; reviews payroll reports against DOL wage determinations; issues general correspondence and memoranda; and addresses general contract administration questions.
- Processes modifications. Obtains and evaluates contractor proposals, participates and documents negotiations, prepares modifications with supporting documents for signature by the government Contracting Officer.
- Prepares closeout documents.
- Perform other duties as assigned.
This ideal candidate should have functional Federal contracting experiences and competencies to perform Pre-Award and Post-Award Activities such as: analyzing requirements, market research, recommending revisions to statements of work/specifications, determining the appropriate type of contract, establishing milestones, procurement planning, developing solicitations, conducting post-award activities, coordinating with contractors to ensure full understanding of terms, handling modifications, and resolution of issues related to non-compliance. Knowledgeable of the Federal Acquisition Regulations, Small Business Socio-Economic statutes and specialized contracting methodologies including Strategic Sourcing initiatives and the use of Delivery Order / Task Order contracting. Develop, implement and analyze data requirements for planning and measurement systems. Analyze performance of procurement activities against various procurement indicators and goals.
POSITION REQUIREMENTS:
- Bachelor’s (BS/BA) Degree (or equivalent) and 2 or more years with relevant experience
- Strong communication skills, both oral and written
- Demonstrated experience in conducting detailed research and analysis of technical and cost data.
- Skilled at reading and interpreting procurement policy, regulations, and directives.
- Ability to provide clear technical direction and guidance to program office.
- Demonstrated ability to develop complex acquisition packages in support of government contracting staff, research acquisition issues, advise customers and other internal contracting staff on specific assigned acquisition issues.
- Proficient in various types of information technology resources such as Microsoft Office including Word, Access, Excel, and PowerPoint.
PREFERRED REQUIREMENTS:
- Knowledge of PRISM or Comprizon
LOCATION: On-site/Remote - Will have to report to DOC HQ two (2) times a week at 1401 Constitution Ave. NW, Washington, DC 20230
CLEARANCE REQUIREMENTS: Ability to obtain a Suitability Clearance
PERIOD OF PERFORMANCE: PoP ends September 2023, currently going through the recompete
