Qualifications:

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-13, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
  • Oversight and Management of a Program Portfolio; AND
  • Managing and working with Low Rent Public Housing or Housing Choice Voucher Programs; AND
  • Analyzing data of programs and operations and making recommendations to improve efficiency and effectiveness.
For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes:
  • Managing a Program Portfolio; AND
  • Working with Low Rent Public Housing or Housing Choice Voucher Programs; AND
  • Identifying and analyzing situations and making recommendations to resolve problems or improve processes; AND
  • Communicating specific mission goals, needs, or problems with internal and external stakeholders.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
For the GS-12 you must have been at the GS-11 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Responsibilities:

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Portfolio Management Specialist, you will:
  • Utilize available computer equipment and data systems to maintain current PHA data, track PHA performance trends and compliance issues, and generate appropriate work products.
  • Respond to questions and issues raised by staff in Field Offices, residents of PHAs, applicants, and outside parties; response can be either over the phone, via email, or formal written correspondence.
  • Coordinate activities with all Field Offices and Reviews progress of Troubled, Near Troubled PHAs or PHAs with Improvement Plans to ensure that targets are being met and to recommend corrective actions in those cases where performance shortfalls exist.
