ATSG Corporation is seeking a qualified candidate to fill a position as a M&E Management Analyst to support the Bureau of International Narcotics and Law Enforcement Affairs’ (INL) Afghanistan/Pakistan Program Office (INL/AP).

Since 2005, INL’s Afghanistan/Pakistan Program Office (INL/AP) has supported the United States Government’s national security foreign affairs priorities by supporting INL office sections in the U.S. embassies located in Islamabad, Pakistan and Kabul, Afghanistan. Due to the large amounts of foreign assistance funds associated with these countries, INL/AP has dramatically expanded its Washington D.C. capabilities and staff to properly administer these foreign assistance programs in the areas of counternarcotic, rule of law, police training, mentoring, commodity transfers, and infrastructure improvements.

Duties and Responsibilities:
- Provides input and guidance on a standard program measurement methodology to measure, analyze, and report performance of INL/AP funded programs. Supports INL/AP Teams on monitoring and evaluation efforts for all Pakistan and Afghanistan programs. This will include drafting, updating, and collecting Performance Measurement Plans and Data Collection Templates, updating Tableau dashboards, and managing data collection.
- Assists the Pakistan and Afghanistan Teams on INL/AP’s strategic alignment with relevant strategies such as the Integrated Country Strategy and Functional Bureau Strategy.
- Serves as an expert in DC and post locations on a variety of monitoring, reporting and evaluation topics, including development and review of Monitoring & Evaluation (M&E) plans.
- Ensures that each program performance measurement system aligns with specific program strategic goals and objectives.
- Ensures all INL/AP related indicators are effectively tracked and analyzed, and that INL/AP is responsive to all requests for reporting mandated by F, INL/EX, and Congress.
- Works with a team of program assistants as a lead coordinator to maintain an effective monitoring and oversight regime of activities with respect to office performance measurement tools.
- Assists with the maintenance and updating of a repository of all INL/AP program metrics for access by leadership and program officers.
- Assists in developing a process to aggregate and report visually on collected program data.
- Develops M&E learning resources to support onboarding and professional development of the INL/AP team to M&E competencies.
- Works with instructional designers to create and maintain training sessions for new program officers on monitoring and evaluation content areas.
- Aids in developing and incorporating into INL/AP’s contract and grant award documentation standard and specific language for methods of project monitoring by third party monitors.
- Aids in providing input on guidelines and standard operating procedures for third party monitoring of INL’s foreign assistance programs in Afghanistan and Pakistan.
- Assists in programmatic budget execution ensuring that public information, demand reduction, sustainable development, counter narcotics, law enforcement, and rule of law programs in Afghanistan and Pakistan are appropriately funded for the implementation of U.S. policy, goals, and objectives.
- Analyzes a large number of financial, program planning, bilateral, and program evaluation documents for standard and ad hoc reports.
- Coordinates with the Charleston Post Support Unit (PSU) on Regional Financial Management System (RFMS), Consolidated Overseas Accountability Support Toolbox (COAST), and Global BI (GBI) financial reporting to ensure proper financial management for INL-Kabul.
- Coordinates information collection, analysis, and data-sharing with the Embassy-based program officers, INL implementing partners, and the interagency as required in order to develop, track, and document financial metrics to measure the effectiveness of INL’s programs in Afghanistan and Pakistan.
- Coordinates the tracking and reporting of financial data and makes recommendations on current and anticipated programmatic commitments, while also managing and reporting on Domestic-held and Post-held resources.
- Advises in the developing program criteria to be utilized in Statements of Works.
- Aids management with the monitoring of executed contracting tasks.
- Researches and uses government and private sector best practices to measure and improve customer service, approval workflows, and processing timelines.
- U.S. Citizen
- A Bachelor’s degree from an accredited institution.
- Six to ten years’ experience in relevant field.
- Demonstrated knowledge of Federal regulations regarding area of specific need.
- Proficient in Microsoft Office Suite.
- Demonstrated experience facilitating organizational change.
- Demonstrated experience in monitoring and evaluating programs.
- Experience working for or alongside the International Narcotics and Law Enforcement bureau with the Department of State.
- Demonstrated experience working on international programs.
- Demonstrated experience in Microsoft Project, Tableau, PowerBI, DevResults and Publisher.
- Demonstrated experience with project management.
- Demonstrated experience in financial and/or statistical analysis.
- Demonstrated ability to communicate effectively both oral and in writing.
- Demonstrated ability to establish and maintain effective relationships.
- Demonstrated ability to provide excellent customer service.
- Demonstrated skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times.
Travel:
- Travel is authorized.
- Domestic and international travel may be required for this position and will be done at the behest of the Office Director or Deputy Director or Budget and Logistics Team Lead.
- While TDY in Afghanistan, INL-Kabul will provide the Advisor with access to the Embassy compound. The Advisor will have access to hardened and/or regular cars (exact type will be dependent on the security situation) from motor pool for transportation around Kabul. At this time, specific housing accommodations are not known; at a minimum, the Analyst should expect to be housed in an independent, freestanding container.

- Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day.
