Primary Responsibilities:
POSITION SUMMARY: The Global HR Operations team at Axalta is seeking a Director of Global Payroll who will deliver operational improvements through the strategic creation of continuous improvements and solutions aligned with Axalta’s and HR Strategies. The Director of Global Payroll is responsible for providing overall leadership for global payroll operations including management of US multi-state full cycle payroll processing and related compliance/reporting and oversight for international payroll processes that include management of multiple 3rd party payroll administration vendors within countries where Axalta has employees (currently countries in North & South America, Europe, Asia, the Middle East and North Africa regions). Additionally, the Director of Global Payroll will own the development and execution of payroll strategies which includes recommendations for procedural and system improvements.

RESPONSIBILITIES:
- Create and execute a global payroll strategy and operating model while providing strategic and tactical direction to Payroll leads globally
- Drive appropriate and consistent processes across the globe and coordinate regional efforts towards global process standardization while allowing flexibility locally as required
- Own oversight of Global Payroll to ensure compliance with all corporate, government, country-specific policies and procedures; oversee international payroll teams and vendors to deliver on time and accurate pay delivery in accordance with country-specific laws and regulations
- Manage the execution of full-cycle US multi-state payroll processing operating model utilizing UKG (Ultimate Software) HRIS/time management solutions to deliver on time, accurate pay delivery in accordance with federal, state and local government laws
- Coach, mentor and provide leadership development to team members to optimize operational excellence and develop bench of experienced talent. Selects, coaches/mentors and provides leadership to payroll team members
- Establish relationships with key stakeholders and 3rd party vendors to ensure effective service delivery
- Manage the global and regional payroll vendor relationships including evaluation, selection, negotiation, consolidation and management. Lead evaluation and selection of external payroll vendors and manage relationships
- Partner with Finance and Audit teams on compilation of data for accounting entries and auditing/testing requirements etc.
- Develop and manage appropriate reporting and controls processes to ensure accurate pay and related regulatory reporting/compliance; and ensure that rigorous internal controls are in place to minimize risk and maximize appropriate use of Axalta’s resources
- Build partnerships and solicit feedback from internal and external business partners to define and develop efficient processes and practices
- Serve as Subject Matter Expert on payroll administration and related compliance matters; stays aware of regulatory compliance developments and payroll administration best practices ensuring that payroll strategy/operating model meets Axalta’s evolving needs and regulatory landscape
- Work as part of Global HR Operations leadership team on other key projects and initiatives as assigned
SKILLS & QUALIFICATIONS
- Bachelor’s degree (B.A./B.S.) or equivalent; Masters/MBA or advanced degree preferred. An equivalent combination of education and experience may be accepted as a satisfactory substitute for the specific education and experience stated
- 10 years’ experience managing and processing multi-state (US) and international payroll; directly leading complex payroll and time engagements in a global/multi-national environment. Experience managing dispersed teams working in different country locations
- Demonstrated experience and business acumen in establishing a global process framework and executing scalable solutions that deliver high quality services while mitigating risk
- Extensive knowledge and experience working with global/outsourced payroll vendors and platform technologies
- Intermediate to Advanced technical skills using Microsoft Office products including Word, Excel and PowerPoint
- Exceptional communication skills and ability to influence
- Ability to work effectively across all levels and layers of the organization
- Knowledge of and experience in driving continuous improvement initiatives and leading transformation across a complex organization
- Experience with compliance and audit control procedure development and execution
- Familiarity with US and international labor laws and payroll administration practices
- Strong project management, interpersonal relationship, presentation, analytical and problem-solving skills
- Experience with global payroll transformation
