Essential Duties and Responsibilities:
Serve as a single point of contact/interface with/between the Original Equipment Manufacturer (OEM), warfighter, and Program Office; determine the need for, and obtain, TO approval for quantities, reproduction, and system of records for accountability and authorization for access.
- Develop or update Source Data, Technical Orders (TOs), Manuals, Work Cards, and other technical materials
- Provide technical writing expertise to program managers and system support managers
- Use desktop publishing software to draft, edit, and layout material and sometimes to design, print, and distribute it
- Make final reviews of proposed publications for style, design, layout, and editorial aspects before release
- Utilization of the Enhanced Technical Information Management System (ETIMS) to maintain library of TO deliverable and supporting documentation.
- Review and recommend changes to draft specifications, source data and regulations, and other related data management documents relating to design, configuration, and delivery supporting newly developed systems.
- Authorize the use of verified PTOs (red-line, mark-up, or clean copies) on required programs, with the written agreement of the lead commands and MAJCOMs. For Flight Manuals, refer to AFI 11-215.
- Ensure all TO updates are verified and the verification activities are fully documented.
- Review and formalize TOs, review and approve TO and Preliminary TO (PTO) change requests, and review and recommend corrective actions on deficiency reports affecting TOs.
- Ensure proper Distribution Statements are applied to the title pages of all assigned numbered TOs, technical manuals and related data. Ensure other required title page statements and warnings are applied IAW AFI 16-201 and MIL-STD-38784.
- Develop and submit digital TO reproduction master files to DLA Data Management Services.
- Ensure all requested TMSS waivers and deviations are controlled and documented.
- Resolve any ETIMS Data Discrepancy Reports (DDR) within 7 calendar days (Chapter 4).
- Update the ETIMS Index information for assigned TOs any time TOMA or TCM management responsibilities change.
- Participate in the development of maintenance concepts, maintenance engineering plans, and supply support plans; support the logistics input to the Life Cycle Management Plan or Life Cycle Sustainment Plan; ensure document contents follow required formats
- Prepare CAFTOP Narratives and TO Information Sheet (TOIS).
- Prepare, coordinate, and distribute a TO Life Cycle Management Plan (TOLCMP) and a TO Life Cycle Verification Plan (TOLCVP)
- Develop Technical Manual Contract Requirements (TMCRs)
- Plan, conduct and co-chair all TO conferences, meetings, reviews, and other joint agency efforts related to the TO program. Participate in program IPTs and report on TOMA activities.
- Provide input to develop budget requirements for TO acquisition and sustainment.
- Establish, document, and maintain archive copies of all TOs and updates developed as part of the program throughout the program life cycle.
- If applicable, during TO acquisition phase, use the ETIMS Request TO Number process to obtain new TO numbers from the Numbering Specialists (IAW TO 00-5-18). As Preliminary TOs are developed, index them in ETIMS so prospective users can begin establishing subscriptions. For each new TO category, the TOMA will establish a TCTO Series Header and electronic TCTO (eTCTO) Series Header for the program’s TOs. Ensure TO comply with the Technical and System Requirements Documents (TRD/SRD) and applicable TO MIL-SPECs.
- Initiate and coordinate pre-contract planning for procurement and/or maintenance of TOs.
- Prepare TO related inputs to all applicable contractual documents and other program documentation. Participate in contract fact finding and negotiations as required. Evaluating contractor proposals to ensure that exit criteria for TO verification are adequately.
- Ensure TO development processes have adequate checks and balances, and procedures to cover standardization of writing. Ensure prime contractors levy certification requirements on vendors and
- Coordinate with other PM functions, and the MAJCOM(s) to ensure that TOs are compatible with the eTO Content Management (ECM), computer programs and equipment used in the maintenance and operation of systems and commodities.
- Ensure that the TM-86-01, TMSS, Data Item Descriptions (DID), and other contract documents are tailored to the extent necessary to impose only the essential needs for a particular application.
- Ensure preliminary data is delivered per TMCR for scheduled verification or In-Process Review (IPR).
Education and Experience:
- Associates 15 yrs RE or
- Bachelors IRD 10 yrs RE or
- Masters IRD 7 yrs RE
