JOB TITLE : Executive Director, Employee Development

REPORTS TO : Chief Operating Officer

DEFINITION : Provides leadership, facilitation, coordination, evaluation and implementation of high-quality professional learning and training programs to ensure employees have the necessary skills, behavior, and beliefs to execute the responsibilities of their jobs and to develop new skills and improve existing skills to meet the changing needs in Baltimore County Public Schools (BCPS). Leads and directs the planning, development, implementation, and administers fiscal and staff resources of the office. Develops and implements departmental goals and objectives that align with the organization's strategic plan. Leads and manages professional and support staff. Performs other duties as assigned.

EXAMPLES OF DUTIES :
  • Develops and implements a comprehensive leadership management plan that addresses recruiting, selecting, developing, supporting, evaluating, and retaining effective leadership at all levels of BCPS.
  • Coordinates, facilitates, and evaluates a comprehensive training and development program for employees.
  • Facilitates instructional leadership development programs that provide participants with essential supervisor and managements skills, critical knowledge regarding BCPS policies/procedures, leadership succession, clarification of roles and responsibilities, and assistance in the attainment of strategic initiatives.
  • Identifies and assesses leadership training that is developed and delivered collaboratively by outside agencies, colleges/universities as well as the BCPS departments and offices for the purpose of leadership development.
  • Coordinates university cohort programs for staff to enhance and improve leadership skills and administrator effectiveness.
  • Facilitates and coordinates an administrative coaching/mentoring program for newly assigned principals, assistant principals, and other system leaders.
  • Coordinates, facilitates, and evaluates programs that address the development of aspiring leaders.
  • Administers and coordinates a licensure training program to ensure administrators attain an Administrator II certificate.
  • Provides on-site support and technical assistance to newly assigned principals and assistant principals.
  • Manages the implementation of grants related to leadership development (Title II).
  • Attends and presents in local, regional, and national conferences and/or meetings to share current leadership initiatives and strategies that are beneficial to improving student achievement.
  • Develops and administers operating, capital, and other budgets, and monitors business operations to ensure the efficient and effective use of resources. Plans, budgets, manages, and assesses the department's expenditures.
  • Evaluates the performance and professional growth of personnel within the department and recommend decisions related to hiring and separation.
  • Collaborates across BCPS to plan, implement, and monitor special projects.
  • Utilizes Adult Learning Theory to motivate adult learners to improve professional practice.
  • Connects and collaborates with outside stakeholders including Universities, Maryland State Department of Education, and local businesses to plan, implement, and monitor implementation of professional learning and training projects.
  • Coordinates, facilitates, and evaluates training opportunities for non-certificated staff. Training may include customer service, communication and presentation skills, leadership development, time management, goal setting, etc.
  • Assists in managing the Leadership Academies for identified new and newly promoted non-certificated professionals and supervisors.
  • Leads and actively engages in effective and timely communications with key stakeholders including school administrators, parents, government officials, community members, and the media.
  • Utilizes the BCPS Professional Learning Registration System to document and deliver all professional learning and training.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS :

Education, Training and Experience :
  • Graduation from an accredited college or university with a master's degree in a field directly related to the assignment.
  • Five years of progressively responsible experience in the field of employee development and management, three years of which were at the supervisory level.
  • Five years of successful teaching experience is preferred.
  • Possession of a doctorate degree is preferred.

Licenses and Certificates :
  • Possession of or eligibility for a Maryland Advanced Professional Certificate with an Administrator II endorsement is preferred.

  • Thorough knowledge of the principles and practices of leadership development.
  • Thorough knowledge of the principles and practices of professional development.
  • Knowledge of public education.
  • Thorough knowledge of the principles and practices of project management.
  • Knowledge of administering operating budgets. Knowledge of adult learning theory.
  • Knowledge of professional learning planning and implementation.
  • Technology competency.
  • Knowledge of and skill in the use of database, internet, spreadsheet, word processing, and related applications.
  • Knowledge of and skill in data analysis.
  • Demonstration of outstanding oral and written communications skills.
  • Demonstration of strong leadership, communication, and human relations skills.
  • Skill in managing event coordinating.
  • Skill in administering professional learning related contracts.
  • Skill in planning, supervising, and evaluating the work of others including administering a progressive discipline program and planning and implementing training and professional development.
  • Skill in administering operating budgets.
  • Skill in communicating effectively with individuals and groups with varying interests and backgrounds.

PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities.

CONDITIONS OF EMPLOYMENT:
Work schedules may include evenings and weekends. Employees may be required to work beyond their normally scheduled hours with little or no advanced notice.

Eligible for the Baltimore County Employees' Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
