Program Manager

SpecPro Sustainment and Environmental is seeking a program manager/supervisor to manage a professional support services to support the Engineering and Design Division (D4) of the Design and Construction Business Line (DCBL) at Naval Air Station Jacksonville, FL. The PM should possess an active Professional Engineering or Registered Architect License in the US and its territories.  Minimum experience: 10 years technical and practical knowledge and experience as an Architect or Engineer 3 years in direct supervision of engineers and/or architects 3 years experience in design management, leading design teams comprised of engineers and architects on multi-discipline projects Broad professional knowledge and skill in engineering concepts, theories, principles, practices and techniques necessary to plan, design, manage, construct, preserve, restore, rehab, oversee, and maintain a wide range of shore installation facilities projects. Expertise in advanced architectural and/or engineering concepts, principles and practices as they apply to building facility design. Professional knowledge and experience in engineering design demonstrating comprehensive knowledge of all phases of facility design, concept design development, sustainable design, design analyses, compliance with codes and standards, drawings, specifications, cost estimates, other required service Knowledge of DoD and Navy guide specifications, criteria, and policy; the International Building Code; industry codes and standards; and standard practices as related to facility design Knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting facility design throughout the NAVFAC Southeast area of responsibility (AOR) Knowledge of related architectural and engineering fields and their associated impacts as related to facility design Knowledge and experience in sustainable design including UFC 1-200-02 High Performance and Sustainable Building Requirements, LEED, and Green Globes certification. Ability to write and speak English fluently in order to report on progress and outcome of technical assignments and to present recommendations to Government personnel Ability to monitor design projects to a successful and timely completion with respect to schedule and budget Knowledge and experience with Autodesk software including CAD and Revit, Microsoft Office products, and other applicable DoD computer systems and software used by the Command Ability to produce results of analysis in writing; review and consolidate findings of others; and evaluate recommendations and facts. Ability to make oral presentations of proposed designs and results of studies Knowledge of budgeting, planning and project management techniques, including the ability to coordinate the work of others and lead teams. Knowledge of and full compliance with Safety Policy and Guidance, and use of personal protective equipment Experience in the workload management of staff including assigning projects, re-assigning projects, and monitoring work schedules. Experience managing the labor and leave hours of staff including approving and monitoring work schedules, time off, and overtime. Experience conducting performance assessments of staff and providing guidance and/or conducting corrective measures when performance objectives are not met.
