As a member of the Strategic Customer Group’s Government Contracting Team, reporting to the Sr. Manager Government Contracts, Contract Consultants are responsible for the full life cycle of government contractual agreements. Candidate should be self-motivated, possess excellent research and organizational skills, and have a strong ability to multi-task in a high tempo environment. Candidate should be able to work independently and set own priorities based on current workload, contract due dates, and customer demands.

Specific Responsibilities:

Contract Consultants work closely with internal business unit partners as the leader responsible for the final offer submission of new federal government contractual opportunities. Contract Consultants demonstrate a solid understanding of how customers' business relates to BD’s overall product portfolio. To be successful, you must possess the ability to develop and foster business relationships with internal and external customers. Strong organizational skills are vital and you will be responsible for coordinating and supervising daily activities of various business support functions. Contract Consultants are responsible for actively setting priorities for the teams to ensure task completion while coordinating work activities with other supervisors. A high level of comfort with Microsoft Office Suite and SalesForce.com is required as the candidate will be trained on tools and workflow processes with the expectation those skills will be applied to solve standard and non-standard problems encountered by the team.

This role will have the following responsibilities as applicable:

Competitive Solicitation Proposal - Lead the beginning-to-end Government contract response process with responsibility for opportunity identification, solicitation review, team kickoff meeting and liaison(s) with key collaborators while developing submission proposal and ensuring appropriate document retention in Contract Lifecycle Management (CLM) system.

  • Monitor government and third-party outlets such as SAM.gov for new contractual opportunities

  • Responsible for ongoing management and tracking of the Government solicitation process from identification of contract opportunity, to award process, to document retention in CLM

  • Research and review solicitations and initiate project management activities, including leading kickoff meetings with team members/leadership, developing a project plan for solicitation response, managing tasks and due dates to collaborators and communicating project status to leadership on a regular cadence

  • Assist with the formal Q&A process by working with the Government Contracting Officers and internal business units in a timely manner

  • Review FAR and other government clauses

  • Once contract is awarded, connect with team members and ensure appropriate document retention in accordance with BD document retention policy in CLM

Contract Award Review – Responsible for thorough and accurate review of all government contract award.

  • Responsible for the tracking of Government contract awards in CLM

  • Research and review awards. Coordinate relevant collaborators to ensure a thorough review of all sections of the contract award in a timely manner

  • Respond to communications and modifications needed by the Government in a timely manner

  • Review FAR and other government clauses

  • Once contracts are fully completed, connect with collaborators and ensure appropriate document retention in accordance with BD document retention policy in CLM

Contract Management - Assist with beginning-to-end process for standard and mass contract modifications. Be responsible for Contract Extension and Closeout as well as developing contracting strategy and analysis based on business needs.

  • Responsible for the tracking and reporting of all assigned contracts in CLM

  • Identify, Create, Track, and Update Contract Obligations for each contract assigned in CLM

  • Review and process any Standard Modifications (Product Add/Delete, Price Increase/Decrease, Customer Add/Delete, Administrative Changes), Mass Modifications, Contract Extensions, and/or Contract Closeout requests from customers; Call out to SMEs as applicable; Communicate with collaborators and ensure appropriate document retention in accordance with BD document retention policy in CLM

  • Contracting Strategy and Analysis – Collaborate with Federal Sales and Leadership on ways to support contracting growth and ensure compliance

Master Contract Solicitation - Lead the beginning-to-end response process with responsibility for solicitation review, initiate and lead kickoff meetings with partners, review contract analytics/reporting, finalize package submission, ongoing monitoring of agreement for critical metric reporting, and appropriate document retention.

  • Actively monitor government and third-party outlets such as SAM.gov for new master contract solicitation opportunities

  • Responsible for ongoing management and tracking of the Government solicitation process from identification of contract opportunity, to award process, to document retention in CLM

  • Research and review solicitations and initiate project management activities, including leading kickoff meetings with customers/leadership, developing a project plan for solicitation response, leading tasks and due dates to collaborators and communicating project status to leadership on a regular cadence

  • Develop and regularly audit Commercial Sales Practices (CSP), including pricing analysis and “what if” scenarios to resolve financial impact of business proposals

  • Conduct TAA compliance verification and research TAA waiver eligibility

  • Prepare final response package by working with various business functional teams, collaborators, and senior leadership

  • Ensure appropriate records' retention in CLM in accordance with BD document retention policy post contract award.

Qualifications

  • BA/BS required with 2 years of business experience, or without Bachelor degree, 3 years extensive experience in the applicable area preferred

  • Strong contracting strategy approach with the ability to assess situation, collect data and deliver well thought out recommendations

  • Leadership skills and ability to project manage complex Government contracts from beginning to end

  • Candidate must have proven track record to quickly establish credibility, trust, and support within all levels of organization

  • Strong customer-centric skills, and able to adapt to customer needs while maintaining protection of BD’s interests

  • Strong communications and organizational change experience; must have the ability to develop, present and defend ideas and strategy to internal leaders and partners

Desired Skills

  • Experience with FSS, GSA, and/or DAPA contracts

  • Experience with handling contracts through the contract lifecycle

  • Experience partnering with Sales on contractual negotiation

  • SalesForces.com experience to include reporting

  • Power BI experience preferred

  • Strong Excel Skills (V lookups, pivot tables, etc)

  • Experience with FAR, DFARS, and/or VAARs clause reviews

  • Experience with federal solicitations

  • Experience with contract modifications and novation
