Project Overview

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.


Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.


Position Summary

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Document Control Specialist at the Pueblo, CO location. This position will report to the Document Control or Records Management Supervisor at the PCAPP project. The position performs document control/records management and administrative duties on the Pueblo Chemical-Agent Destruction Pilot Plant (PCAPP) Project in Pueblo, CO. Responsibilities include processing project documents in accordance with procedures and guidelines using Bechtel’s electronic document management system and performing records management/turnover tasks. Interfaces with all levels of project personnel, and performs other duties as assigned.


This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.


This is a long-term assignment with a 9-80s schedule (with work hours from 6:30am – 4:00pm Monday – Thursday, and 6:30am – 3:00pm every other Friday); or a 4/10 schedule (Monday through Thursday or Tuesday through Friday). This position may require additional overtime hours as considered necessary.


Responsibilities

  • Based on established document control and records management work processes, review, log, capture, distribute and file outgoing and incoming communications, construction documentation, submittals and other document types.
  • Perform data entry using InfoWorks, Bechtel’s electronic document management system.
  • Ability to type accurately and perform repetitive and precise data entry tasks.
  • Must be attentive to detail, quality control, and deadlines.
  • Prepare and process electronic and hardcopy records for scanning and archiving.
  • Perform quality control of scanned images and data entry.
  • Perform records management, validation, and turnover tasks.
  • Extract reports and perform a variety of queries using standard office automation tools and InfoWorks.
  • Interface with internal and external customers on a routine basis; interface with other groups in the resolution of technical questions or issues.
  • Establish and maintain an electronic and hard copy filing system of project documents or departmental documents, such as engineering design, procurement and supplier documents, manuals and procedures, communications or any other department-specific materials.
  • Assemble information, such as status reports, for supervisor and other department or project personnel as requested.
  • Stay up to date with department technologies, techniques and services relevant to area of responsibility and make recommendations for work process improvements, procedures and practices.
  • Provide general and technical support to project personnel in the use of InfoWorks.
  • Perform other administrative duties as assigned by manager and/or as requested by other team members.
  • Ability to work overtime on a short notice as required.


Qualifications and Skills

Basic Qualifications

  • Bachelor’s degree and one year of administrative, clerical, or document management experience, or an associate degree and 3 years of similar experience. In lieu of a degree, a high school diploma, or equivalent, and 5 years of related experience.
  • Must have good data entry and inventory database skills. A skills assessment will be administered to test proficiency.
  • Must be proficient with Microsoft Excel. A skills assessment will be administered to test proficiency.
  • Must be US Citizen or lawful permanent resident.
  • Must be able to obtain and maintain unescorted access to the Depot.


Minimum Qualifications

  • Knowledgeable in Microsoft Word and Outlook.
  • Ability to maintain data within document control or records and information management systems.
  • Ability to learn new software applications.
  • Ability to provide guidance to others in work group.
  • Experience with InfoWorks or similar electronic document management systems.
  • Familiarity with managing a variety of project documents/records with associated document processing and retention requirements.
  • Professional oral and written communication skills.
  • Ability to type accurately and perform repetitive and precise data entry tasks.
  • Must be proactive, use individual initiative, and follow assignments through to completion.
  • Must be attentive to detail, quality control, and deadlines.
  • Ability to follow instructions, guides, and procedures; and, provide input to revise/maintain such documentation.
  • Strong interpersonal skills and proven record as a team player required.
  • Ability to perform multiple tasks and adapt to changing priorities.
  • Previous administrative/clerical or document control/records management experience in an Engineering, Construction, Operations or similar work environment.
  • Good organizational skills
  • Ability to work overtime on a short notice as required.
  • Ability to lift items weighing up to 50lbs.


Preferred Qualifications

  • Previous data entry experience with InfoWorks or similar electronic document management systems.
  • Knowledge of records and information management and associated work processes.
  • Ability to understand configuration management of project documentation.
  • Ability to validate documentation and perform records turnover tasks.
  • Prior experience on a government project.
  • Intermediate skill level in Microsoft Word, Excel, and Outlook.

This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a UAP position requires US citizenship.
