As a Finance Compliance Auditor, you will be responsible for reviewing existing internal control policies, ensuring compliance with those policies, as well as making recommendations for policy enhancements that will strengthen the internal control environment. The ideal candidate will have a strong understanding of federal cost principals and policies specific to DHHS awards.

The position will ensure that Bethany's practices and those of our subrecipients are adhering to cost policies and procedures as required per our contracts. The position will provide formalization of standards and communicate well with subrecipients and internal constituents. The Finance Compliance Auditor role will ensure that branch offices are managing their award budgets in accordance with the terms of the funder.

This position is expected to function effectively with moderate supervision while following the guidelines given on procedures, along with agency, federal, and state regulatory requirements.

ESSENTIAL JOB RESPONSIBILITIES

  • Develop and maintain finance internal control policies and procedures;
  • Evaluate policies against best practice standards and make recommendations for enhancements to the control environment;
  • Create criteria to determine when internal control testing should be completed and execute testing accordingly;
  • Ensure that our internal practices and policies are properly aligned with federal regulations that pertain to the specific contracts that the agency serves;
  • Perform and control the internal audit cycle including risk management and control management over operations’ effectiveness, financial reliability, and compliance with all applicable directives and regulations;
  • Determine internal audit scope and develop annual plans for annual internal audits. Prepare and present reports that reflect audit’s results and document process;
  • Act as an objective source of independent advice to ensure validity, legality, and goal achievement. Works in conjunction with operations and finance staff to arrive at solutions to eliminate fiscal concerns when discovered in an audit;
  • Provide guidance on budget allowability; Ensure the local branch also understands the terms of the contract or grant to form a united understanding;
  • Conduct follow up audits to monitor management’s interventions;
  • Engage in continuous knowledge development regarding sector’s rules, regulations, best practices, tools, techniques and performance standards;
  • Maintain our System of Award Management registrations for Bethany and its subsidiaries;
  • Review subrecipient awards to ensure that they properly reflect federal financial guidelines;
  • Ensure that existing subrecipients are monitored and evaluated for compliance with federal guidance that is particular to their subaward;
  • Create criteria to determine when subrecipient audits are needed. Complete subrecipient audits accordingly;
  • Prior to contracting with a new potential subrecipient, perform a subrecipient questionnaire to ensure they are fiscally capable of managing a subaward and that they have protocols and practices in place to ensure that the agency’s risk is mitigated;
  • Provide assistance with our annual audit with external auditors or with outside-of-agency subcontractors;
  • Successfully engage in multiple projects simultaneously;
  • Have a solid understanding of Bethany’s accounting system and procedures;
  • Maintain open communication with management and finance committee. Provide reports of results, findings, and recommendations to management and finance committee;
  • Critically evaluate information gathered from multiple sources;
  • High attention to detail and excellent analytical skills;
  • Complete long term and short-term projects as requested by the Chief Financial Officer, VP of Finance, or Senior Director of Budget and Audit;
  • Complete other duties as assigned.

QUALIFICATIONS:

  • Bachelor’s level degree in Accounting, Finance, or equivalent field of study from an accredited college;
  • At least two (2) years of accounting, auditing, or similar experience;
  • Proven knowledge of auditing standards and procedures, laws, rules and regulations.
  • Have a strong understanding of federal cost principals and policies specific to DHHS awards;
  • Ability to communicate and collaborate with a wide range of staff to gather data and to provide suggestions and recommendations.
  • Prior work experience with federal awards, preferred;
  • Excellent verbal and written communication skills;
  • Demonstrated problem-solving and task management skills;
  • Strong financial and analytical ability with solid organizational skills;
  • High attention to detail and excellent analytical skills
  • Sound independent judgement
  • Ability to work independently and exercise a high level of confidentiality;
  • Must be reliable with time sensitive deadlines and tasks;
  • Computer skills sufficient to perform essential functions including knowledge of Microsoft Office suite;
  • Must be 21 years old with a valid driver’s license with at least 3 years driving experience in the U.S. to operate a vehicle on behalf of Bethany. Must also pass a Motor Vehicle Records (MVR) check and maintain a reliable vehicle with proof of adequate insurance coverage;
  • Pass a criminal history screen, including state and local child protection agency registries;
  • Subscription to and integration of the agency Statement of Faith and Mission Statement.
