Job Qualifications: The minimum qualifications include field experience in construction and regulations in the natural gas industry with expertise in areas such as environmental, electrical, structural, mechanical, non-destructive testing, welding, and instrumentation. A degree is not required.
Job Duties and Responsibilities:
* Ensures compliance with the environmental conditions and mitigation measures of the FERC Certificate (i.e., Implementation Plan), the FERC Plan and Procedures, the Company E&SCP, other environmental permits and clearances, and any environmental requirements in landowner easement agreements.
* Conducts on-site environmental training.
* Verifies that the limits of authorized construction work areas and locations of access roads are properly marked before clearing.
* Verifies the location of signs and highly visible flagging marking the boundaries of sensitive resource areas, waterbodies, wetlands, or areas with special requirements along the construction work area.
* Identifies, documents, and oversees corrective actions, as necessary to return an activity to compliance.
* Identifies erosion/sediment control and soil stabilization needs and relates these needs to the construction contractor
* Ensures that the orientation of dewatering structures and slope breakers will not direct water into known cultural resources sites or sensitive habitats.
* Verifies that trench dewatering activities are not causing transport of sediment to nearby and downgradient wetlands or waterbodies. If such transport is occurring, the dewatering activity will be stopped and the design of the discharge changed to prevent reoccurrence.
* Ensures that subsoil and topsoil are tested in agricultural areas to measure compaction and determine the need for corrective action.
* Advises the Chief Inspector when conditions (such as wet weather) make it advisable to restrict construction activities to avoid excessive rutting.
* Ensures restoration of contours and topsoil.* Verifies that topsoil imported for agricultural or residential use have been certified as free of noxious weeds and soil pests, unless otherwise approved by the landowner.
* Determines the need for, and ensures the proper installation of, erosion and sedimentation controls, as necessary to prevent sediment flow into wetlands, waterbodies, sensitive areas, and onto roads.
* Inspects and ensures the maintenance of temporary erosion control measures at least:
- on a daily basis in areas of active construction or equipment operation;
- on a weekly basis in areas with no construction or equipment operation; and
- within 24 hours of each 0.5 inch of rainfall.
* Ensures the repair of all ineffective temporary erosion control measures within 24 hours of identification.
* Maintains records of compliance with the environmental conditions of the FERC certificate, the FERC Environmental Assessment (EA) or Environmental Impact Statement (EIS), and other federal and state environmental permits and clearances during construction and restoration.
* Identifies areas that should be given special attention to ensure stabilization and restoration after construction.
* Collects environmental samples (e.g., hydrostatic test water).
