BACKGROUND
The National Biodefense Analysis and Countermeasures Center (NBACC) is a one-of-a-kind facility dedicated to defending the nation against biological threats. Its work supports DHS and National biodefense preparedness planning, response, emerging threat characterization and bioforensic analyses. It is the first national laboratory created by DHS in response to biodefense gaps identified following the Amerithrax attacks of 2001 and has been operated by the Battelle National Biodefense Institute (BNBI) since 2006. Since its inception, NBACC and its staff have filled critical shortfalls in our scientific knowledge of biological agents needed to protect the public and defend the Nation from biological threats, whether naturally occurring, accidental, or deliberate and provided federal law enforcement with scientific data to support the investigation and attribution of biocrimes and protection of the US bioeconomy.
NBACC includes two centers: the National Bioforensic Analysis Center (NBFAC), which conducts the technical analyses in support of federal law enforcement investigations, and the National Biological Threat Characterization Center (NBTCC), which conducts experiments and studies to obtain data required for a better understanding of biological vulnerabilities and hazards. Together these centers offer a unique national resource for understanding the risks posed by biological agents and emerging technologies to inform biodefense policy and response planning and the operational capability to support the investigation, prosecution, and prevention of biocrimes and bioterrorism.
PRIMARY FUNCTION
Responsible for providing engineering support to BNBI at the NBACC with a focus on operations, and project management support. The Operations Engineer II will work in areas ranging from facility maintenance and upgrades, engineering review and project management. Assists senior staff in the planning, organization and implementation of the processes used to operate and maintain the NBACC laboratory. Works to learn facility systems and their interconnected dependencies between science and non-science activities. Provides focused support and project management on small and large facility related projects within the areas of design, architecture, and engineering. Maintains and tracks operating budgets for facility modifications and repairs. Provides project management support to
senior staff on small and large projects within the areas of design, architecture, and engineering.
MINIMUM REQUIRED QUALIFICATIONS
* Bachelor's degree (or equivalent) in Engineering or related technical field with at least 5 years of experience related to complex facility operations.
* Strong mechanical and electrical background in areas including HVAC, UPS and emergency power systems.
* Ability to read and interpret facility blueprints and electrical schematics.
* Experience with commercial/industrial HVAC, mechanical, and electrical systems including UPS and emergency power systems.
* Experience in technical writing and development of Statements of Work (SOWs).
* Strong organizational skills and ability to maintain composure in stressful emergency situations.
* Computer literacy including a working knowledge of MS Project and the MS Office Suite.
* Experience with implementation and operation of Enterprise Asset Management Systems (EAMS) and Computerized Maintenance Management Systems (CMMS) preferred.
* Knowledge of Computer Aided Design (CAD) and modeling tools, AutoCAD MEP experience is required.
* A demonstrated ability to identify, analyze, and resolve complex problems associated with operation, renovation, and maintenance/repair of commercial facilities.
* Excellent communication skills are required to allow effective interfacing with all levels of staff within BNBI.
* Skills and experience to support laboratory activities and work in accordance with NBACC's management system (e.g., ISO).
* Must be a citizen of the United States, able to obtain and maintain an interim secret clearance leading to a top-secret clearance and suitability for DHS.
* Participation in the Immunization Program, Medical Surveillance Program and/or enrollment in the Personnel Reliability Program (PRP) may be required, dependent upon position and/or business needs.
* May be required to participate in NBACC's alternative work schedule and/or on-call schedule, dependent upon business needs.
PRIMARY RESPONSIBILITIES
* Supports the Facility Operations group through the implementation of basic engineering principles (configuration management and engineering change control) to include reviews of work plans, control and maintenance of as built drawings, and subcontractor proposals.
* Supports the overall Facility Strategic Planning agenda by providing input on construction, relocation, and consolidation efforts.
* Coordinates assigned tasks with facility management staff to integrate them into the overall facility operation schedule and to ensure that they meet objectives consistent with established policies and procedures.
* Coordinates, tracks, and assists with facility, equipment, utilities, and infrastructure installation, maintenance, repair, design, and/or modification.
* Plans and oversees facility upgrades, repair, and renovation projects.
* Manages Facility improvement and renovation projects developing project scope and maintaining project budgets.
* Manages projects of design, repair and/or construction for facility upgrades and repairs and maintenance projects.
* Develops project cost estimates to support capital planning and deferred maintenance cost projections.
* Develops Statements of Work (SoWs).
* Reviews project submittals to meet applicable requirements, specifications, technical criteria/codes.
* Assures all requirements are met on assigned projects in accordance with applicable guidance provided by senior staff.
* Assists in the development of the capital improvement and engineering support programs.
