Position Summary
The Residential Treatment Program Director, under the direction of the Director of Social Services, is responsible for providing operational oversight; budget and contract compliance; facilities management and staff management within a beautiful, historic, Victorian, 16-bed residential treatment setting serving both men and women, ages 18 and older, with mental health diagnosis and co-occurring substance use issues.
Primary Responsibilities
- Responsible for the day-to-day program operations including ensuring appropriate assignment of referrals, oversight of clinical care, and crisis management of mental health and substance use disorder consumers as part of an integrated dual-diagnosis treatment program.
- Understand and execute Bonita House’s mission, vision, and values at the direct service level.
- Develop systems that track performance measures and client outcomes.
- Plan, supervise and facilitate with staff a wide range of individual group and family treatments; maintain the program according to licensing standard.
- Build, maintain and comply with Bonita House’s, Medi-Cal, and CCL policies and procedures related to day-to-day program operations.
- Facilitate ongoing collaboration with Quality Assurance and Human Resources to meet personnel program needs including but not limited to; CQRT, Community Care licensing, training, performance management, onboarding, recruitment, etc.
- Adhere and maintain all safety standards as they relate to the Agencies Injury and Illness Prevention Program as well as OSHA and Historical Landmark guidelines.
- Understand the tenants of harm reduction, trauma-informed care in a residential treatment setting, foster a team of professionals dedicated to these tenants and establish a program that fosters client-centered wellness using a strength-based approach.
- Track performance outcomes based on established benchmarks and goals and provides written reports and findings as needed.
- Responsible for staff management including hiring, onboarding, supervision and discipline of the program staff, working closely with HR, ensuring cultural competency.
- Provide consultation and guidance to the clinical team treating adults within a milieu setting providing ongoing assessment and intervention as needed. Schedules staff and maintains 24 hour staffing protocols.
- Create awareness of and facilitate cultural competence amongst staff and clients during the service delivery model.
- Ensure that all staff is informed and trained as SMEs on trends related to client care and treatment.
- Direct crisis intervention and crisis management services including sharing on-call responsibility.
- Monitor contract ensuring compliance with all deliverables, billing and deadlines are met,
- Ensure adherence to CQRT, monitoring the maintenance of quality clinical records HIPAA and Privacy standards, is consistently delivered to clients approving all treatment goals, ongoing progress note review/appropriate required signatures for the client caseload; conducting clinical staff meetings and training; act as liaison with other mental health agencies.
- Administrative responsibilities include certification site visit preparation (e.g. Medi-Cal, CCL, CARF), preparing program reports regularly, and meeting contracted units of service.
- Participate in program budget development/management of county contracts and private sector contracts with the Director of Social Services.
- Assist with program development as well as ensures compliance with policies and procedures directly related to risk and funding mandates. Mitigate any risks and bring issues to the attention of the Director of Social Services and Executive Team in a timely manner.
- Oversee site facilities and works with the Facilities Manager, IT, maintenance and the Director of Social Services to address any concerns, as well as respond timely to any city site inspections as needed.
- Develops program marketing materials and finds opportunities to market services to potential referral sources such as case management teams.
- Perform other duties as assigned.
Supervisory Responsibilities: This position supervises the day-to-day activities and staff of one or more functional areas and performs related work as required.
Qualifications and Requirements
- Master’s degree in Psychology, Social Work, Public Health or related field required; Licensed clinical provider (e.g., LCSW, LMFT, LPCC, D/PsyD) preferred.
- 5 years’ experience working in a mental health treatment, substance abuse treatment or related social service environment, plus three-years in a management role.
- Minimum two-year supervisory experience working In a mental health, substance abuse, or dual diagnosis program.
- Must be able to pass community care licensing criteria for employees of residential care facilities, and pass the Federal Background check, including a fingerprint check.
- BHI conducts background checks on all candidates who have received a conditional job offer. Satisfactory completion of background checks is a requirement for employment with the agency.
- A valid driver’s license, reliable personal vehicle, personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies are essential job requirements.
- Occasional local travel as required to fulfill primary job responsibilities and duties.

- Experienced in the field of co-occurring disorders; committed to the practices and principles of wellness and recovery within a harm reduction setting.
- A seasoned clinician/administrator who is skillful at training, coaching , and mentoring a multidisciplinary staff; who enjoys being a hands-on director, building a cohesive team, and projects warmth, enthusiasm, hopefulness, and compassion.
- Adept at maintaining the requirements of government contracts, adhering to licensing standards, meeting utilization requirements, and keeping the physical site in good working condition, attractive, and homelike.
- Clinical expertise in crisis intervention; skill in working with SMI population and with individuals undergoing acute episodes of psychiatric distress; skill in diagnosis and assessment.
- Ability to work independently and as a member of the Agency’s Management Team.
- Ability to work as part of a comprehensive community mental health team and to represent the agency in the community.
- Skilled in supervising, evaluating, and disciplining staff of professionals and paraprofessionals.
- Familiarity with community support systems, health care and human service resources, court and police activities, etc.
- Good organizational skills and administrative abilities.
- Flexibility in days and hours available for scheduled work including weekends.
- Knowledge of and the ability to adhere to a professional code of ethics.
- Ability to coach in Harm Reduction, Stages of Change, Trauma-Informed Care, and Motivational Interviewing.
- Understanding and practice of culturally sensitive components of direct service delivery.
- Ability to build supportive and respectful working relationships with staff, participants, and stakeholders in the community.
- Ability to effectively intervene in crisis situations and employ de-escalation strategies.

Physical Requirements
Physical demands include continual sitting, typing, and repetitive computer use for up to 8 hours a day. The position also requires frequent communication with others, including hearing and speaking clearly with individuals and groups, in person and via phone and video calls.
