Job Scope
Summary: Under limited supervision, this position performs a variety of HR related tasks,
primarily in coordinating recruitment activities. This position is the primary resource to internal
and external applicants regarding employment opportunities. The HR Generalist is the initial
point of contact for all general HR inquiries, including recruitment, orientation, and employee
function.
Other Information: Work is typically regular and recurring involving some degree of complexity
where good judgment is required to apply standard practices and decision making within clearly
established guidelines. Works independently but under the supervision of the department
Director (HRD). Communicates with others throughout the organization and with the general
public. Work has a distinct impact on the operations of the department and other departments
throughout the County. Work involves a variety of confidential and sensitive information. Work
is typically performed in an office environment.
Essential Functions
The essential functions include, but are not limited to, the following duties and responsibilities
that are not listed in any particular order of priority and may be amended or added to by the
County at any time:
1. Main point of contact for employees and the public. Requires a solid knowledge of all
HR functions to ensure proper referral for resolution.
2. Responsible for employee recruitment and selection, preparing job announcements,
advertising job opportunities, locating best sources and processes to attract best quality
candidates.
3. Researches and analyzes policies, practices and trends in recruitment. Develops and
maintains familiarity with relevant laws, statutes, rules, language and trends in human
resources management, ensuring the County will achieve office/department efficiencies
and objectives as it relates to Human Resources.
4. Partners with hiring managers to develop cost-effective recruiting strategies for high
level and difficult to fill positions.
5. Develops marketing/promotional materials to aid in recruiting. Works to expand and
diversify recruitment resources and community partnerships. Monitors and tracks
advertising costs.

advertisements, receiving and processing applications, answering inquiries, and
maintaining applicant tracking.
7. Coordinates recruitment requisition process, and recruitment strategy, for regular
employees, temporary employees and interns.
8. Manages employee separation process, including conducting exit interviews, processing
exit paperwork, and entering data.
9. Manages employer educational portal, new hire setup, and employee separations.
10. Performs a variety of office support activities, assignments, and clerical functions,
including answering phones, receiving, and relaying messages, scanning documents,
faxing, copying, etc.
11. Manages a system for developing and revising job descriptions. Conducts job
evaluations to assign pay grades. Develops and revises job descriptions. Conducts job

12. Completes Equal Employment Opportunity (EEO) tracking and reporting. Composes,
transmits, and communicates EEO-4 and EEO Plan.
13. Serves as case administrator for E-Verify. Verifies documentation for I-9 compliance,
enters data in the Department of Homeland Security website, and follows appropriate
procedures regarding tentative non-confirmations.
14. Prepares, analyzes and presents various HR reports, including, exit reason and turnover
reporting, and budget status reports. Develops and implements recommendations to
reduce turnover, and improve the employment experience at the County.
15. Ensures data integrity of all HR processing.
16. Prepares and conducts employee exit interviews and separation letters.
17. Oversight of HR Internet pages;
18. Support benefits administration in the development and dissemination of
communication and information materials on benefits plans, policies and procedures to
promote employee benefits programs with new hires and open enrollment.
19. Completes special projects assigned by HRD.
20. Maintains confidential employee personnel and functional files;
21. Performs all duties under strict confidentiality requirements; Knowledge of and
complies with HIPAA & Hitech privacy and security policies and regulations.
22. Performs all work duties and activities in accordance with County policies, procedures,
and safety practices.
23. Reviews change requests in the HR/Payroll System; verifies information; responds to
employees and provides applicable documents. Coordinates employee address changes.
24. Composes original correspondence, documents and reports regarding employment or
other personnel matters with the scope of the position. Responds to administrative
support activities of the department and participants in projects as assigned.
25. Responsible for EE service awards which includes: Reviewing years of service, sending
notification emails to Elected Officials/manager/employee, scheduling
location/breakfast, ordering pins and creating certificates.
26. Reviews and verifies billing, entering billing for approval into various systems. Partners
with auditing as needed.
27. Processes incoming mail; prepares outgoing mail; coordinates travel for the HR
department as needed.

Coordinates record-keeping for county-wide job descriptions, and various other human
resource records.
30. Assists with a variety of scheduling and even planning activities, including new employee
orientation, trainings, services awards, etc.
31. Performs other related duties as assigned.

2. Comprehend, interpret and convey to others the County’s policies, practices, and
procedures;
3. Maintain records efficiently, accurately and confidentially and to prepare clear and
concise reports;
4. Establish and maintain effective working relationships with elected and appointed
officials, other County employees, supervisory personnel, insurance carriers, and the
public;
5. Operate standard office equipment, including a personal computer using program
applications appropriate to assigned duties;

7. Maintain strict confidentiality in all aspects of County Human Resources actions,
records, practices, policies, and procedures; demonstrates a high regard for employee
data and information under each Elected Official.
8. Use logical and creative thought processes and critical thinking skills to develop
solutions according to written specifications and/or oral instructions.
Job Qualifications
EDUCATION AND/OR EXPERIENCE:
1. Associate degree or Applied Associates Degree or Certification from a two-year college
or professional/technical school or program and a minimum of three (3) years of related
experience or equivalent combination or education and experience. Public sector HR
experience preferred, but not required.
2. IMPA-HR, SPHR, PHR, SHRM-SCP, or SHRM-CP certificate preferred.
3. Demonstrates exceptional professionalism and confidentiality
4. Proficient with HRIS, Google, MS Office, PowerPoint, Web Based Internet/Intranet, File
Management as well as Computer management.
5. Any equivalent combination of experience and training which provides the knowledge
and abilities necessary to perform the work.
