We are currently seeking an experienced, communicative, and energetic Senior Proposal Manager to provide support for one of our clients in Vienna, VA. This role follows a hybrid model but 100% REMOTE during the pandemic.
The Proposal Manager will own the full lifecycle of the proposal development process and ensure that RFI’s, quotes, and proposals follow the processes established by the Director of Business Development. The role will also be required, depending on the opportunity, to write, manage and/or facilitate responses to federal government proposals, which range from task order responses to large contract vehicles. A successful candidate for this role will have experience working closely with Capture Managers, and Technical SMEs to coordinate multiple inputs for proposal content, and seamlessly transition from Capture Manager to Proposal Manager for an RFP or RFQ. The candidate selected for this role will have a positive, proactive attitude and be very comfortable operating in a small, fast-paced business environment. The role will require daily prioritization of tasks and is a highly visible role working closely with the Leadership Team, program managers and other operations staff.
Responsibilities
- Develop pre-proposal tools and documentation including compliance matrices, proposal outlines, and story boards; assign pre-proposal activities and reviews to employees and partners
- Write or initiate development of content for proposals (such as technical approach, staffing plan, past performance, resumes, etc.) and other promotional materials or client deliverables
- Create other proposal elements (i.e., graphics, charts, tables, appendices) in support of proposal development
- Coordinate clear requirements to Graphic Designer for compelling graphics for proposals
- Coordinate with decentralized staff to solicit feedback and content for proposals
- Enhance text received from other members of proposal team as needed
- Edit and re-write portions of technical documents to improve flow, organization, and content
- Maintain and understand bid strategies as they evolve; develop methods for integrating/capturing the final bid strategy in the proposal
- Ensure proposal outline/formatting complies with RFP requirements
- Own final document from a format, compliance, and quality standpoint
- Coordinate production activities for hardcopy and softcopy submissions
- Maintain electronic library for proposal materials and ensure the information is organized and current. Maintain past performance library and ensure that past performance templates are kept current inclose coordination with delivery project leads.
- Participate in other business development requirements such as opportunity tracking, pipeline management, and staff training on proposal methodology
- Be highly organized and administer activities such as calendar development, scheduling meetings, consolidating feedback, developing weekly communications on key opportunities, and supporting the development of bid/no-bid decks
Qualifications
- 5 years of proposal writing or combination of proposal and technical writing experience
- 3 years of proposal management experience
- Excellent writing, organizational and communication skills
- Ability to lead multiple efforts simultaneously and confidently manage against overlapping timelines
- Demonstrated knowledge of commonly used concepts, practices, and procedures within the field of technical writing and Federal consulting, as well as the full RFP life cycle and federal procurement regulations (FAR/DFARS)
- Implementation of Shipley’s proposal methodology including color teams
- Understanding of GSA schedules and Federal procurement
- Expertise in the use of Microsoft Word is required, including use of styles, formatting, and professional presentation of written material; a variety of writing styles: technical, creative, and marketing
- Agile in all MS Office Suite products
- Ability to handle sensitive material and maintain confidentiality concerning the department, company directives and business development efforts
- Ability to work with subject matter experts to understand and develop complex technical and management approaches
- Excellent people skills with the ability to influence and work with and across teams of varying levels of authority, expertise, and diverse skills
- Disciplined and efficient without compromising quality
- Ability to work under pressure of deadlines and potentially long hours and weekends, if required
Preferred Qualifications
- Technical writing experience in the public sector
- Experience writing large, competitive proposals for IDIQ contracts and GWACS, including points-based procurements (e.g., CIO SP4)
- Experience working with CMMI and ISO processes and audit protocols
Education / Certifications
- Bachelor’s Degree in English, Journalism, Communications, Business/Marketing, or related coursework preferred
