Offensive Cyber Integrated Effects Leader
Key Role:
Assist Booz Allen with the development, sustainment, and growth of the business and engagement in Booz Allen Offensive Cyber Operations capabilities and investments, with a focus on mission alignment and integration with cross-domain battle planning. Expand capabilities with strategic customers along with identifying growth areas to expand offerings, all the while coordinating with Booz Allen leadership and business sector leads to identify, develop, and manage business opportunities related to integration of offensive cyber operations (OCO) into integrated Department of Defense kill webs, including interconnection of all six domains of warfare. Lead Booz Allen efforts to develop and refine strategic advocacy opportunities to advance the corporate strategy and drive Booz Allen Offensive Cyber capabilities into DoD rapid prototyping organizations using OTA, CRADAs, and client engagement. Maintain responsibility for the successful technical, schedule, and cost performance of major offensive cyber programs or multiple programs through subordinate program and project managers, in accordance with contract requirements and company policies, procedures, and guidelines. Acquire follow-on business associated with areas of responsibility and support new business development by leading major proposals personally or through subordinate program and project managers and manage a directorate within a division while utilizing supervisory and developmental responsibilities within the Offensive Cyber Operations (OCO) area. Develop new applications based on professional principles and theories. Lead the strategy of development of solutions to highly complex problems.
Basic Qualifications:
12 years of experience working in a leadership role in the DoD, government services, or professional services and executing all aspects of business development, program capture, planning, and execution
Experience with Intelligence, Surveillance, and Reconnaissance (ISR) and Targeting for Offensive Cyber Operations within the Department of Defense in accordance with Joint Publication (JP) 3-12, including specific insight into the customization of planning of the joint targeting cycle and target development process operationalized in JP 3-60, Joint Targeting
Experience with the DoD Command and Control (C2) of Cyberspace Forces across USCYBERCOM, JFHQ-DODIN, and CCMDs
Experience supporting Agile development and rapid procurement of complex systems within a DoD Rapid Prototyping Environment
Knowledge of the process of the DoD, interagency, and Joint Forces to apply to impact analysis of offensive operations effectiveness and the application of forensic and reverse engineering TTPs to determine the extent of the battle damage sustained, including defensive cyber operations, during cyberspace attacks
Ability to develop and maintain relationships within the Department of Defense and Intelligence Community, including supporting Cyber, Space or Special Operations Force (SOF)
Ability to display sound judgment, decision making, and political insight with the highest ethical standards
Ability to generate creative, out-of-the box solutions and ideas
TS/SCI clearance
Bachelor’s degree
Additional Qualifications:
Experience recruiting, interviewing, and hiring staff, including assigning staff and providing technical direction as necessary to complete program delivery
Experience working with a strong network of DoD, Navy, Army, USAF, and USCYBERCOM customer contacts, including the customer's major programs and upcoming initiatives
Experience with DoD integrated kill web, sensor to shooter, and cross-domain battle planning efforts, including Adapting Cross-domain Kill-webs (ACK) and System of Systems Technology Integration Tool Chain for Heterogeneous Electronic Systems (STITCHES), Advanced Battle Management System (ABMS) and Joint All Domain Command and Control (JADC2)
Knowledge of the Federal procurement process and Intelligence and Department of Defense strategy and acquisition plans
Knowledge of Cyber for space-based systems, including Ground, Space, Situational Awareness, and Anti-Satellite
Knowledge of Cyber Kill Chain Model, Diamond Model, and MITRE ATT&CK
Possession of excellent oral and written communication skills
Possession of excellent presentation and leadership skills
Master’s degree
PMP, CEH, CISSP, OSCP, or CISM Certification
