PURPOSE/FUNCTION OF PROGRAM:

The Work to Learn Program provides comprehensive support services for youth, ages16-18, who are committed to DCF custody, as well as ages 19-21, committed or previously committed to DCF as they transition into adulthood. The focus is to maximize youths’ educational, vocational and employability skills and experiences. The eight main areas of the Work to Learn Program are:  Permanence, Employment, Education, Personal/Community Engagement, Life Skills, Housing, Physical and Mental Health as well as Financial and Social Capital.

 

POSITION SUMMARY:

The Program Manager oversees the implementation and overall program operation and staffing.  They are responsible for ensuring fidelity to the program model and that outcome measures are in accordance with DCF, state and federal requirements.  

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • In conjunction with the Director of Facility Based Services, develops policies, procedures, and program forms in accordance with contract, licensing and accreditation standards for all identified program.
  • Ensure that record keeping and statistical information is maintained, updated and communicated.
  • Provide weekly supervision to the Job Coaches
  • Provides supervision and training of staff to ensure staff’s competencies and professional development.
  • Coordinates program planning and development as it relates to the eight main areas of the Work to Learn Program.
  • Assist in preparing program budget, and maintaining the fiscal integrity of the program through ensuring youth run businesses are viable, efficient management of agency resources, appropriate program utilization, and productivity consistent with budgetary requirements.
  • Ensures that each youth’s progress in all areas (educational, employment, housing, physical and mental health, personal and community engagement, and financial stability) is being monitored and ensures that they are receiving the appropriate assistance to work towards or reach their goals including retention and after care services
  • Completes documentation in accordance with State, Federal, and Boys & Girls Village policies.
  • Ensure program implementation of agency HIPAA, compliance, COA and other regulatory requirements necessary for effective program functioning.
  • Partner with DCF and local businesses/agencies to provide opportunities such as internships, part time employment and permanent job/career placement.
  • Establish Community Partnership Board
  • Completes all necessary reporting to DCF and other licensing or regulatory agency as required.
  • Ensures Risk Management and DCF are notified of any allegations of abuse and/or neglect
  • Participates as required in statewide initiatives, groups or meetings as related to program
  • Regularly briefs Director on the operation and fiscal variances in functions of programs.

 

ESSENTIAL QUALIFICATIONS/SKILLS:

  • Bachelor’s Degree in Education or a behavioral health related field such as social work, counseling, or human services.
  • Minimum of two years supervisory or equivalent experience.
  • Must demonstrate or have proven ability to organize and direct professional staff, implement and monitor programming and understand and promote agency mission and vision.

 

PREFERRED QUALIFICATIONS: 

  • Experience in working with youth boards and Community Partnership Boards
  • Knowledge of cultural diversity and childhood development.
  • Experience working in close collaboration with DCF and local educational agencies
  • Experience working with youth in state care.
  • Bi-lingual English/Spanish
  • Knowledge of community, educational and vocational resources
  • Awareness of life skills and financial literacy

 

SUPERVISORY RESPONSIBILITIES:

  • Responsible for supervision of Job Coaches

 

PHYSICAL DEMANDS:

  • Must be able to travel to a variety of settings
  • Must be able to climb a flight of stairs

 

WORKING CONDITIONS AND ENVIRONMENT:

  • Flexible work schedule, some evenings and 6 hours every other weekend are required
  • Ability to be available by phone during non-regular working hours
  • Must have valid driver’s license and clean driving record
