What are the responsibilities and job description for the Program Director/Administrator position at BRIDGES?
This position is responsible for the leadership and day to day management of a licensed and certified 12-14 bed Social Rehabilitation Facility. Oversee all aspects of the facility including facility management, compliance with CCL and DMH regulations, staff scheduling, staff supervision and training, manage complex client cases, plan and/or coordinate adjunct services, ensure the organization of outings, socialization, clean and sober environment and related therapeutic activities. Work with family members, other supports, and develop and adjust groups (process and education) as needed.
Population: Adults with severe and persistent mental illness. Clients are referred by DMH through a "gatekeeper" and are high utilizers of the mental health system (generally admitting from IMD/hospitals, other institutional like settings).
Must have knowledge of Title 22 and CCL and experience with administration of licensed residential
- Handles sensitive Human Resources matters and consults with HR as needed.
- Develops and maintains a structured treatment program, seven days per week.
- Manages collection of client program fees; Works with clients and staff to ensure proper and timely application of client benefits with government agencies.
- Assures that all elements of the program are functioning in compliance with Title 9, Title 22 regulations, Department of Mental Health standards, and agency policies and procedures and that contract requirements are being met, including full utilization of contracts.
- Supervise and monitor documentation to ensure complete, timely and accurate maintenance of charts.
- In collaboration, assists in the development of procedures and treatment standards for residential services, and implements in a timely manner.
- Promotes, develops, and participates in staff training and development programs.
- Maintains contacts with community providers, coordinating agencies, and government agencies.
- Represents agency in appropriate meetings and projects.
- Coordinates data collection with respect to intake, opening and closing episodes and other required documentation and collaborates with the billing department.
- Manages budget and handles program funds.
- Serves as a role model and provides consistent, clear leadership reflecting the philosophy, goals and policies of the agency to all members of the staff and clients.
- 24-hour on-call for consultative, coverage, and emergency situations
- Flexibility to cover a staffs shift when necessary or to monitor staff and clients outside of regular working hours.
- Crisis Intervention and Management- including working with PET and/or police when necessary
- Maintain an atmosphere of safety and support in accordance with established policies and procedures
- Perform other related duties as assigned
Minimum Qualifications:
- MA or BA in social work, psychology or related field preferred
- at least 2 years of direct mental health experience (preferred: experience with co-occurring mental health and substance abuse)
- Plus a Minimum of 1year supervisory experience preferred (at least 6 months supervision is required)
- Ability to prioritize work and complete it with minimal supervision.
- Able to work interdependently, constructively and effectively with others in a community-based treatment setting
- Understanding of, and/or sensitivity to the issues involved in providing service to a multicultural population.
- Ability to apply critical thinking skills, planning, presentation, teaching, conflict resolution and problem solving skills.
- Able to multitask in a fast-paced environment
- Flexible - able to work some evenings and weekends as needed;
- Willing to be on-call 24 hours
- Exemplary communication skills, written or oral
- Knowledge of laws, regulations, and policies governing licensed, certified and/or accredited mental health or other social service agencies
- Current valid driver's license and insurance Able to obtain Department of Justice clearance, in accordance with Community Care Licensing requirement post job offer
