Most candidates join our team through the Budget Fellow career track, which does not require a civil service exam. Starting salaries are based on education and experience:

Budget Fellow I: Salary of $49,835. Requires a Bachelor’s degree.

Budget Fellow II: Salary of $54,570. Requires a Master’s degree; OR, a Bachelor’s degree and one year of relevant experience.

Budget Fellow III: Salary of $59,038. Requires a Doctoral degree; OR, a Master’s degree and one year of relevant experience; OR, a Bachelor’s degree and two years of relevant experience; OR, a Bachelor’s degree and three years of professional experience including one year of relevant experience.

Qualifications/Skills:

Additionally, candidates should have the ability to think strategically and creatively to define and analyze issues pertinent to their assignment. All candidates are expected to be proficient in the use of Microsoft Office Suite applications.

Duties Description
The incumbent will be part of a four-person team with budgetary responsibility for the Department of Corrections and Community Supervision (DOCCS) within the Public Protection Unit (PPU).

Specifically, the incumbent will be responsible for the development, negotiation, and execution of the $4.6 billion DOCCS State Operations and Capital budgets, which includes a workforce of over 25,000 employees.

Responsibilities of the Budget and Policy Analyst on the DOCCS Team would include, but are not limited to:
  • Analyzing, developing, and defending budget and programmatic recommendations;
  • Facilitating and monitoring budget execution and implementation;
  • Collaborating with staff from the Governor’s Office, the Legislature, agencies, and other units within the Division;
  • Representing the Division of the Budget (DOB) in meetings with agency fiscal and program staff;
  • Tracking revenues, disbursements, and staffing against fiscal and personnel plans, providing monthly reports to management;
  • Providing detailed tracking of various metrics, including workforce, parolee population, and the implementation of medication assisted treatment, as well as other initiatives; and
  • Drafting legislation and bill memorandums.
There will also be additional opportunities to work on other topics through cross over assignments within the Unit, and the Criminal Justice Section, which includes the Division of Criminal Justice Services (DCJS), the Office of Victim Services (OVS), the Office for the Prevention of Domestic Violence (OPDV), and Indigent Legal Services (ILS).
