Job Description
Purpose: provide services as indicated below for the Relative and Fictive Kin Recruitment for Youth in Foster Care grant funded program. The KSEC will provide family finding and recruitment services for youth who are ages 12-17, without an identified permanency option, who may or may not have TPR, who are either placed in congregate care with anticipated discharge to the community in 90 days OR youth who have resided in a non-relative home-based placement for 12 months and are at risk of aging out of foster care.
Qualifications: a college degree and experience managing projects related to children and families; experience with adoption/foster care, professional attitude, leadership skills, independent judgment, excellent communication skills (verbal & written), fluency in computer and database searches, excellent written skills, ability to move quickly and thoroughly through assignments and tasks. Duties of the position will also include computer skills related to email, social media and word processing are essential to this position. An ideal candidate will have excellent skills in creating and maintaining professional relationships among several agencies and with clients.
Reports to : Director of Programs
Job Responsibilities:
- attend any/all required VDSS training sessions for the project within the first 30 days from the start of the contract.
- communicate with the VDSS Regional Resource Family Consultant about LDSS agencies most in need of KSEC services throughout the project.
- communicate with the Central Region Permanency Practice Consultants who are engaged in regular congregate care reviews to identify youth who may need KSEC services.
- identify at least 5 LDSS agencies in the Central region and provide orientation with their own developed materials and resources to each LDSS on the services of the project within 90 days from when the contract begins.
- Utilize the following tools (LDSS/KSEC Collaborative Agreement, KSEC Referral and Intake
Form, and Assessment Tools, Child Global Assessment Scale, Parent-Infant RelationshipAssessment Scale, Global Assessment of Relational Functioning, Virginia PermanencyAssessment Tool.
- Develop and implement a clearly defined referral process shared with a minimum of 3 LDSS within 90 days from the start of the contract.
- work with the LDSS caseworker and court officials to meet applicable local statutes and child protection policy regarding relative/kin identification and placement.
- assist in collecting information from relatives/kin to expand the child’s support system and family connections, while identifying potential relative home providers.
- identify and document at least 80 relatives/fictive kin through diligent search activities, including internet and database searches, child protection and court case file reviews, and child and family interviews.
- facilitate communication with the team and provide the LDSS worker with accurate family documentation, including detailed genograms, other efforts made by the KSEC, family contact information and identified family supports.
- work closely with the LDSS and family to provide them for approval by explaining the process and assisting with Kinship foster home approval requirements.
- attend all meeting and court hearings, advocating for youth and relative/fictive kin placement.
- complete all assessments on child and family functioning upon case referral, case closure and
30 days following case closure to measure the success and outcomes of the program.
- Accept and initiate referrals on a first come, first served basis until the case load is full at 6 cases
(but not more than 12).
- Accept cases on a rotating basis (maintaining a minimum case load of 6) since the time commitment to a new referral is immense and staggering case start dates will help with overall workflow.
- Develop and receive necessary releases of information, consent to KSEC services and confidentiality statements, and identification of secure information exchange in place prior to the disclosure of case information
- Maintain all case files with updates and accurate information about case progress, family members found and contacted, genograms created and file closed when appropriate with up to date case notes
- Participate in all agencies staff meetings, supervision with direct supervision, staff functions as requested or required
- Participate in all agency training events as a part of agency orientation
- Other duties as assigned
- This is a grant funded position that will be a salaried, full time position. The grant funding is expected to begin July 1, 2023 and have the option of two one year renewals.

Pay: $30,000.00 - $35,000.00 per year
