Initial placement for new employees is customarily at entry level through 35% percentile. The Department has five primary divisions: Economic Family Support Services ( Child Support, Daycare, Work First, Energy Programs)Economic Services (Medicaid, Food & Nutrition Assistance Program)Adult, Aging and Transportation ServicesChild Welfare ServicesBusiness ServicesGeneral Definition of Work: Performs basic semiprofessional social work providing conventional parenting instruction services to clients who have obvious problems requiring well-established patterns of service through a parenting curriculum. The role of public child welfare agencies is also to preserve, or help strengthen or reunify, families at risk of disruption or already disrupted. The single most powerful relationship upon which to build is the attachment between the child and the parents. Attachment is the single most powerful motivator for parents in crisis. Work is performed under the regular supervision of a Social Work Supervisor III.

EXAMPLE OF DUTIES
Essential Functions/Typical Tasks: Interviewing clients and relatives to determine the scope of the problems and identify needs, developing a parenting curriculum specific to the family's needs; delivering parenting instruction specific to the identified needs of the family; preparing case summaries and reports; testifying in court as to progress or lack of progress made by the family; maintaining records, files and confidentiality. (These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.) Provide counseling and education to parents in parenting skills, child development, human relations skills and referrals to families in crisis.Handles casework management of a specialized caseload, as appropriate to the requirements of the individuals counseled.Submits billing documents for services or supplies provided to the client.Collect data about subjects through interview, case history, psychological tests, and/or observational techniques.Provides a wide variety of parenting services to alleviate crisis situations and enable families to be self-sufficient.Make home visits to observe parents in the home with or without their children present. Observes parent/child visits/interaction for children in custody.Testifies, as needed, for court active families.Conducts monthly parent home visits to assess case and home environment and review parenting progress.Assess talents/skills and evaluate data to identify causes of problems and to determine proper therapeutic approach or referral to other specialists.Provides assessment information from home visits and visitations to Social Worker III or SWIAT for determination of appropriate In Home or Out of Home services.Attends Child and Family Team Meetings, Permanency Planning Meetings and treatment team meetings as a representative of the agency.Completes documentation of services provided for the record. Knowledge, Skills and Abilities: Knowledge of basic child development principles, parenting techniques and practices and their applications to specific casework, group work, and community problems; of behavioral and socioeconomic problems and their treatment; and of organizations and resources in the community. Working knowledge of office equipment and computers and applicable software applications. Skill in mathematical reasoning and computation. Ability to write clear, concise, and grammatically correct documentation, case records and service plans; to communicate effectively in orally and in writing with persons of varied social, economic, cultural and educational backgrounds; to establish and maintain effective working relationships with clients and their families, a variety of medical and psychological professionals, law enforcement, court officials, attorneys, community agencies and the general public; and to attend work regularly.Management PreferencesCertification with the North Carolina Certified Parenting Educator program.
