What You’ll Get to Do:
As the PEDE Program manager leading a high performing and highly educated team, and directly managing a $15M+ per year program.  The program is comprised of six task areas and mid-career managers of professional solutions and services supporting a diverse scope of work and professionals responsible for over 25 discrete tasks and program execution and integration functions. This position will be filled by the most qualified candidate who can demonstrate competence and proficiency in the position and who has recent, relevant, and established relationships, and experience with functional operations across the NAVSEA, NSYs, Ship Repair Facility (SRF) Yokosuka, and private nuclear shipyards.


More About the Role:

This Program Manager position is for the mid-career CACI/Industry professional, or career transitioning FedCiv/Military (Line/EDO) 05/06 who will impact and influence organizational direction and performance.  As a growing leader in CACI, expect moderate to difficult complexities in execution and expectations for innovation in services and solutions.  You will communicate broadly and influence team, customer’s, and subcontractors directly.  You will influence subcontractors contract negotiations and report on their performance.  You will work closely with all internal staff functions (contracts, subcontracts, procurement, accounting, billing, and financial analysts to execute the program to contract and CACI expectations.

Reporting to the Director of Integrated Performance Solutions and Services.  Lead and manage a geographically dispersed and diverse integrated contract team of 120 CACI and subcontractor personnel.  As a Leader/Manager with significant CACI business, operations, program, strategy, and customer experience, you will advise, enhance, or create solutions and services that help our customers solve a myriad set of complex organizational, team and individual challenges.  You will be expected to demonstrate critical and systems thinking across a broad spectrum of business challenges.

Ideal candidate will have the demonstrated experience, knowledge, skills, and abilities to successfully perform the following:

  • Prepare program and project management plans in compliance with CACI-defined processes; financial and managerial reporting, procurement and cost management, lead management, and cross-functional program meetings. 
  • Lead functional solution and services integration, collaboration, and communications.
  • Drive discipline to CACI defined processes and practices, and program policy.
  • Manage, report, and present details on all program contract, financial, personnel, HR, and business operations requirements.
  • Influence and develop team members in leadership, management, and supervision.
  • Implement a hierarchy of program integrated solutions and services with measures and metrics that demonstrate PEDE benefits realization and integration across task areas to drive and achieve synergy, efficiency, and effectiveness of cross functional capabilities.
  • Apply high performance organizational management practices, instructional and organizational design, and team facilitation and communication.
  • Architect strategic concepts of operation, preparing papers and presentations, and articulating implementation actions/roadmaps for results.
  • Lead PEDE strategic accomplishments and capture to win recompete.
  • Lead organic growth capture actions and support new business pursuits.
  • Compose and prepare documentation in accordance with applicable regulations and policies including briefings, whitepapers, concept materials in support of customers and internal/program requirements.
  • Prepare, compile, and assemble program correspondence, records and presentations for internal and external managers and leadership.
  • Demonstrated proficiency in the preparation, organization, and presentation of information in a concise and coherent manner.
  • Resolve administrative issues by deducing appropriate avenues of inquiry or sources of information.
  • Demonstrated proficiency in MS Office suite, specifically Outlook, Word, Excel, MS Project, MS Teams, PowerPoint, and SharePoint
  • Excellent interpersonal, communications, and managerial skills to meet established and anticipated needs of the organization and to determine the kinds of information required to plan proposed objectives and goals and assure goal attainment.


You’ll Bring These Qualifications:

  • PMP Certification
  • Demonstrated team and customer relationship management on similar scope, scale, and complexity contracts.
  • Practical experience with Lean, Six, Sigma, CMMI, Organizational Development, Program Management, Operations Management, and Workforce Development.
  • 15 years of experience with Naval Maintenance including direct support of NAVSEA and Naval Shipyards, 5 of which was in the last 10 years.
  • 10 years of adult learning and instruction experience, 5 of which was in the last 10 years.
  • 10 years of Workforce Management experience, 5 of which was in the last 10 years.
  • Bachelor's Degree with coursework in Business, Management or Engineering is desired.
  • Ability to demonstrate MSOffice Suite proficiency and virtual collaboration during the interview.
  • Current active Secret Clearance


These Qualifications Would be Nice to Have:

  • Master’s Degree with coursework in Engineering, Information Systems, Education, Business, Public Administration, etc.
  • Managed over $10M annual revenue contract providing professional services applying CACI processes.
  • Proficiency in Visio and Access applications.
  • Demonstrated business development acumen, experience with Shipley Capture Management process, and proposal management leading to winning re-competes and new work
