Summary

Broad knowledge of the DoD, International, FMS and Prime Contract Administration lifecycle from RFP/RFQ receipt through contract closeout and direct experience with proposal and contract negotiations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Act as the sole subject matter expert on all issues related to the contracts under your responsibility,
  • Evaluate Requests for Proposal/Quotation with interpretation of Terms and Conditions and associated risks and opportunities,
  • Participate in proposal preparation and prepare, conduct, complete and certify contract negotiations,
  • Prepare negotiation strategies, present to senior leadership, and lead the negotiation team,
  • Maintain contract files in accordance with CAE USA policy in electronic SharePoint folders,
  • Maintain all incoming and outgoing customer correspondence and act as a liaison between the company and the Customer,
  • Administer contracts in accordance with CAE USA company policies and procedures, applicable laws and regulations and customer requirements,
  • Monitor contract performance and assuring compliance to the contract,
  • Provide assistance to other program team members as needed, and
  • Travel to customer locations, or CAE USA company sites, as required (<10%).

QUALIFICATIONS AND EDUCATION REQUIREMENTS

Required:

  • Bachelor's degree in Finance, Accounting, Business, Engineering, or other related field,
  • 5-10 years of direct DoD contracts management experience,
  • Knowledge of the Government procurement lifecycle and associated procurement systems,
  • Knowledge of the Federal Acquisition Regulation and the Defense Federal Acquisition Regulation Supplement, including ITAR / EAR export regulations and statutes,
  • Excellent verbal, written, and spoken communication,
  • Ability to analyze and interpret Terms and Conditions risks, and explain (both verbally and in writing) such interpretations of risk to company management, legal counsel, and customer counterpart, and
  • Ability to be approved for a DoD Secret clearance.

Desired:

  • Experience managing Prime, Foreign Military Sales (FMS), Foreign Military Financing (FMF), and direct foreign military contracts,
  • Working knowledge of DoD compliant proposal cost structures, finance and accounting principles,
  • The ability to logically reason and choose the best approach from among several alternatives, and
  • Other relevant allied experiences, in lieu of a portion of the direct Contract Administration experience, may be considered.

CERTIFICATES, LICENSES, REGISTRATIONS
  • Holding a CPCM, CPM or CFCM certification (or equivalent certification) is a plus.

SECURITY RESPONSIBILITIES

  • Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources,
  • *Must be eligible to attain a DOD Secret Security Clearance, and
  • Must complete all security training on time, as required.

Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, typical information technology (Microsoft Office Products, SharePoint, etc.), filing cabinets and fax machines.This position is a CAE Continuum "Hybrid" role with 60% of time on site and 40% of time remote. 9/80 work schedule, conditioned on business needs, is available.

  • Works at job activities that require sitting, standing, or walking for short periods throughout the day and focused visual concentration or focused listening.
  • Must have ability to travel 5-10% CONUS/OCONUS as required.
