Summary

CAE Defense and Security deliveries complex training solutions to a wide variety of military customers. These training solutions enable mission readiness and improves the overall safe execution of complex military operations. The training solutions replicate with exceptional fidelity operation of high technology equipment interacting in a virtual environment indistinguishable from real world operations. Subcontracts Program Manager to work with our Sr. Director US Operations to manage the execution of subcontracts for materials, equipment, supplies and services of a highly-specialized and complex nature through all phases of the program lifecycle.

Develop, implement, and manage strategies for our critical subcontracts. Working with technical and program management resources to delivery acquisition ready work share packages to major subcontract partners.

Deliver quality customer service to both internal and external customers and foster and maintain good supplier relationships, while driving transparency and success across the supply chain. This is an evolving position of visibility that works with all levels of program management, finance, engineering management, operations management.

First phase/priority responsibilities/duties are associated with maturing CAE USA's ability to manage subcontractors and include:

  • Develops supply chain and subcontract strategies that support both current and future program needs. Work with functional and program teams to make these plans actionable.
  • Coordinates with program management, business development, engineering, and executive leadership to incorporate recent innovations and industry best practices into our global supply chain.
  • Provide subcontracting strategies, guidelines and training to Program Managers regarding the development and release of effective subcontract statements of work (SSOW) and associated work scoping material. This may include reviewing and editing SSOWs for high priority programs.
  • Support program teams and subcontracts administration in routine tracking and management of major subcontractor performance to include delivery, quality, and earned value.
  • Develop and implement negotiation strategies that support program financial goals.
  • Conduct briefings to both internal and external senior leaders in order to convey strategies for improving supply chain and subcontract performance.
  • Support additional proposal and/or program start-up activities when not supporting SSOW development or training
  • Liaison with subcontract management resources and the program teams to ensure continued alignment and clarification of subcontract tasking to include performance-based criteria
  • Analyzes subcontract program performance data to determine gaps or trends
  • Attend high priority program start-up and monthly status reviews and document observations

Qualifications and Education Requirements

  • Bachelor's Degree, Master's Degree preferred.
  • Minimum 8-10 years subcontract or program management experience, with aerospace and defense preferred.
  • Demonstrated experience in planning and bidding proposals or management of supplier performance
  • Practical experience and understanding of US Government acquisition regulations such as the Federal Acquisition Regulations, Defense Federal Acquisition Regulation Supplement, etc.
  • Demonstrated success in leading and developing cross functional teams.
  • Strong organizational and interpersonal skills to communicate effectively verbally and in writing, with all levels of management and individual contributors.
  • Experience with Configuration Management, Risk Management, Integrated Master Schedules, Earned Value Management, Sales and Operations Planning

Security Responsibilities

Must complywith all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.

  • Incumbent must be eligible for DoD Personal Security Clearance.

Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.

Work Environment

  • Ability to travel nationally and internationally, 20% of the time.
  • Ability to handle essential duties and responsibilities worldwide.
  • Work will be performed in an office environment on a hybrid schedule
