The Advanced Monitoring Techniques Section (AMTS) is a dedicated section within the California Air Resource's Boards (CARB), tasked with implementing air monitoring projects using a range of technologies and methods. We monitor with mobile and stationary platforms, as well as sensor networks. Our goal is to develop, run, and support community air monitoring projects to identify and quantify air quality impacts from industrial facilities and other potential sources. The team assesses and incorporates cutting edge technologies as they become available to ensure reliable ambient air monitoring data, crucial for identifying air pollution issues on the community scale. This work involves regular collaboration with other CARB divisions, community groups, local air districts, industry, and air monitoring experts.

This Air Pollution Specialist (APS) position is the lead for deployment, operation, and analysis of Gas Chromatography and Mass Speciation (GC-MS) measurements for the Study of Neighborhood Air near Petroleum Sources (SNAPS) and other toxics-focused community monitoring projects. SNAPS conducts air monitoring using state-of-the-science instrumentation, custom built monitoring trailers and mobile platforms to make possible source attribution and health risk analyses in communities near oil and gas operations. In addition, the employee will apply scientific methods and principles to design and implement community air monitoring plans, develop quality assurance project plans, write technical papers, manage equipment procurement, and administer relevant contracts. They will correspond with outside agencies, staff of other CARB divisions, and the public to develop and report on community air monitoring programs. Periodic travel throughout California will be required.

The incumbent will work with a highly skilled team of individuals as part of SNAPS and regularly collaborate on the broader AMTS team on cutting edge sensor and instrument evaluation, data management, analysis, and visualization.

This position requires the employee to possess a valid driver’s license, occasionally use personal transportation for business, and to maintain defensive driver training. The employee may be required to temporarily alter his/her work schedule, to work overtime, and to travel overnight to accommodate field work. While in the field, the use of steel-toed boots, hardhats, goggles, gloves, and other personal protective equipment are required for this position as determined to be appropriate by the supervisor, Health and Safety Officer, and as field safety circumstances dictate.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

  • Daily use of a personal computer, office equipment, and/or telephone.
  • Requires being stationary, consistent with office work, for extended periods.
  • Standard office environment (artificial lighting, controlled temperature, etc.)
  • Must be able to move/transport equipment weighing up to 50 pounds, with or without reasonable accommodation.
  • During instrument testing, deployment, and maintenance in the field, and certain meetings, telework is not possible and the employee will be required on site.

Pay: $5,633.00 - $10,903.00 per month
