University Enterprises Corporation at CSUSB ("UEC") supports the university's educational mission by providing quality services that complement the instructional program. The University depends upon UEC to provide services that cannot be supported with state funds. We're responsible for business enterprises on campus including, but not limited to, dining, bookstore, convenience store, and vending services. We also serve as the grantee for federal, state, and local funding for research and sponsored projects.

Position Summary

Temporary, Exempt full time, benefited position through 12/31/2023 (Appointment may be renewed annually based upon availability of funds, availability of work and satisfactory job performance).

Salary: $7,666-$8,166 per month

Location: Varies, several San Bernardino and Riverside county locations

Program Summary:

The Orange County / Inland Empire Small Business Development Center is a federal program partially funded by the U.S. Small Business Administration & the California Governor's Office of Business & Economic Development. The SBDC is hosted by CSU, Fullerton and the Orange County Hispanic Chamber of Commerce. The purpose of this grant is to provide no-cost technical assistance to entrepreneurs and small business owners in the Orange County.

Work Schedule

Exempt. 40 hours per week. Schedule to be arranged, but typically, Monday-Friday from 8:00 am - 5:00 pm though some nights, weekend work may be required.

First Review Deadline

This position will remain open until filled. Applications will be reviewed beginning March 8, 2023.

Typical Activities

Staff Development and Training:

Review and align human resources with annual funding contracts. Recruits and selects staff, Administration of Professional Development program. Enforce compliance with SBA, Lead Center and UEC Policy and Procedure regulations. Provide training to new consultants on SBDC procedures, policies, and consulting guidelines and expectations; provide ongoing direction and training to assist in Business Consultants in setting and achieving annual performance and program goals. Maintain and revise SBDC Consultant's Manual.

Resource Development:

Works with Lead Center to determine annual metric allocation for the center. Attends management meetings with SBA, Lead Center, UEC, IECE and supports Director as needed. Address the needs of the small business community and center metric goals and align resources, programs and services to satisfy the markets served.

Program Development and Promotion:

Implement and monitor progress of company marketing plan. Develop resource budgets, action plans, and monitoring to assess the effectiveness of the marketing plan. Communicate expectations and results to staff, stakeholders and the community at large.

Quality Assurance:

Review and approve consulting sessions and metric milestones. Monitor quality of services provided in workshops and one-to-one counseling. Conduct initial and ongoing training for consultants to standardize and improve counseling, marketing, client management and other skills. Lead office review evaluations. Conduct client and workshop attendee surveys to monitor service quality.

Client Counseling & Assistance: provide one-on-one business counseling and technical assistance to potential and existing business owners; assess and analyze business needs; assist in researching, planning and problem solving for starting or maintaining a business; assist in developing marketing plans; developing finance strategies and funding options; establish and coordinate formal agreements delineating specific services and roles between the Center, public and private entities and private individuals; maintain positive and productive relationships with organizations, businesses, individual partners, and others contacted in performing assigned functions; assist in coordinating, implementing and facilitating various workshops, seminars and counseling events related to business topics including financing, legal requirements, marketing and other related issues; provide information and mentor individuals as appropriate; develop strategies to attract specific populations, such as veterans, women and minorities that includes using traditional and web based communications tools such as social media and email; conduct and coordinate outreach activities that includes developing partnerships with bankers , resource partners, and communities in the Inland Empire.

Recordkeeping:

Administer and review client files for consultants to remain in compliance with client case management procedures; generate reports and review Neoserra entries for compliance with established data entry guidelines; assist with updating client and program records; conduct follow-up activities to facilitate and enhance service delivery and assessment. Work with Center Director to implement changes and policies for inputting and reporting of Neoserra data as it relates to both consultants and administrative assistants.

Manage annual State Gobiz contract. Submit annual proposal for funding. Determine resources needed to complete annual contract. Monitor and deliver quarterly reporting to Director.

Perform other duties and responsibilities as may be required

Minimum Qualifications:

Any combination of experience and education that would equal three (3) years full time professional experience providing assistance and counseling to small businesses and a minimum of a Bachelors degree in Business, Management, Finance, Economics, or a related field. Two (2) years of SBDC Consulting experience and a Masters Degree in Business and bilingual skills are desired.

Knowledge of: financial aspects of business, sources of capital, loan analysis or package preparation; principles and practices of business management new business formation; principles and requirements of business law, taxation, and employment regulations; interviewing techniques; data gathering and report writing; professional standards and networking.

Ability to communicate effectively; express ideas clearly and effectively in oral and written communications; develop and conduct presentations for groups; assist in the development of business plans; work cooperatively with persons from diverse economic and social backgrounds; maintain accurate records; prepare clear and concise reports; keep apprised of federal, state and local and program regulations and policies; learn new computer applications; and maintain open and effective working relationships with staff and services clients and groups, other professionals and the public.

Must be computer literate and have good typing skills. Proficiency in the latest versions of Microsoft Excel, Word, Access, PowerPoint, is required
