Position Summary
Manage the Quality Control and Assurance program for Project reporting administratively to Project Manager and functionally to Americas Quality Director.
Site Quality Manager will have overall responsibility for managing the Project Quality Organisation, developing the Quality Management Plan, implementation of Worley’s Management System and overall quality performance within projects. Verify project quality objectives are being met and that quality requirements are delivered as per contract referenced specifications and standards.
- Be available as Worley’s primary contact for project quality matters
- Be responsible for a quality induction and training program for all personnel involved in the performance of the works
- Be responsible for and to develop and maintain the Quality Management Plan
- Be given authority by the Project Manager to act freely and independently and to stop the progress of the relevant part of the works when any non-conformance with the quality requirements of the contract is identified
- Ensure the promotion, awareness and compliance to Quality is maintained throughout project in accordance with Worley Management System.
- Effectively interprets contract quality requirements to establish inspection, testing and quality service activities for projects.
- Ensure Worley Document Control Compliance is maintained throughout project in accordance with Worley Standards, Plans, Procedures
- Ensuring the promotion and awareness of Client referenced Quality Standards throughout the Project
- Communicate any non-conformance and defect that may impact safety assurance requirements for design, construction, commissioning, maintenance, or operation
- Monitor the project quality objectives, targets, KPI’s and related programs including status of quality NCR’s, reworks, and defects
- Liaise with other Discipline Managers during the project to ascertain integration of quality as part of the Project activities.
- Interfaces with corporate SMEs for technical support in Mechanical, Coating, Civil, Electrical, instrumentation, documentation and other quality related practices and applications and keeps the Corporate Management informed of issues, challenges, and opportunities.
- Coordinates with Corporate Welding SME and/or with third party agencies for qualifying weld procedures, welder certifications
- Assist with the quality component of suppliers’ procurement processes. (Where required)
- Work with Quality Director on coordinating assignment of all Quality Personnel who perform audit, inspection, surveillance, and/or testing activities for project.
- Monitor Surveillance Trends, NCRs, and other sources of deficiencies and subsequently investigate and initiate corrective & preventive actions.
- Ensure the approval of ITPs prior to implementation.
- Prepare and maintain the project quality audit schedule. Performs audits as per the schedule
- Provide feedback on Sub Contractors quality performance to the Project Team and Construction Managers.
- Attend and input quality issues into weekly internal project meetings, external client meeting, kick-off meetings and chair pre-inspection meetings prior to commencement of Sub Contractors works.
- Prepare weekly and monthly reports to Project Manager / Client / Quality Director
- Provide guidance on compliance strategies, relating to documentation in accordance with project specifications and referenced standards.
- Ensures the review and input into ITP’s., Construction Work Packs, to ensure correct quality criteria.
- Ensures the surveillance planning and scheduling activities are developed and implemented
- Ensure Lessons Learned Workshops are maintained, and Lessons filed progressively during Project.

Experience
- AWS Certified Welding Inspector
- Relevant Inspection and or Trade qualification e.g.,
Electrical Coating
Mechanical Structural
Welding Equipment
Non-Destructive Testing (NDT),
- Lead Auditor Certificate and or experience required.
- 5 years minimum experience in similar role; of which
3 years site-based experience in construction / engineering / fabrication environment
- Knowledge of Codes such as API, AWS, ASME, ANSI, ACI, NACE, IEEE, IBC, NEMA, NBIC, etc.
- AWS Certified Welding Inspector (preferred)
- Ability to read and comprehend WPS and weld Details.
- Knowledge and use of computers and software
- Experience Managing Project Turnover. .

ITP development and acceptance as well as Quality Pre-Planning per the works scheduled during this time
Request WPS needed for project and Weld Data Base front end loading, Weld mapping
Identify WPS Needed for the Project
Quality Personnel Inductions and required Training (including direct reports). Including Level II certifications where required by Worley Corp level III.
Develop Audit/Assessment Schedule per Quality Standards
Risk Management Involvement per Quality Standards
Lessons Learned workshops and progressive compilation per Quality Standards
Project Quality files set up and management (Electronic and Hard Copy)
Weekly Quality reports to PM and copy Quality Director
Sub-Contractor management / Pre-Inspection Meetings with onsite Sub Contractors to ensure familiarization with Contract requirements and approve Sub Contractor Quality Plan & ITP’s.
3-12 Months
Work with Engineering, Project Management, Commissioning on Turnover index per Contract requirements.
System Completions Training, setup Management and or Involvement (where required)
Front end loading of ITR’s for developed work packs
Receiving Inspections, MTR validations for materials for on-site fabrication & Equipment Preservation Management
Ensure As-builts/Redlines are managed per Engineering/Doc Control procedures including contain stamped revisions as required
Audits of NDT Sub Contractor Outputs to ensure compliance to Procedures and code.
Ensure Register / Log for Tools and Equipment used and calibrations up to date
Site Quality Surveillance Reports, Corrective Action, NCR management
Project Closeout
Ensure Progressive Sign off of ITR’s
Ensure Quality resources are not released until remaining scope can be managed, reports from completions/commission software or other should be used for detailed scope remaining as well as project schedule to estimate.
Lessons capture and Close out. Final Version of Lessons sent to Quality Director
Obtain acceptance of all Turnover docs as defined in SOW Work Packs or established Turnover Index
Filing and Storage of completed Records as well as Records retention

Pay: $44.50 - $45.00 per hour
