*Primary Focus*
**
The Program Manager is responsible for overseeing operational and quality delivery of the contract. This position serves as the voice of the customer, ensuring effective project design and execution while fostering strategic relationships. Supervises, trains, and manages employees focused on strategic, business and action plans to achieve specified goals and objectives. Position performs all duties and responsibilities in accordance with the Mission, Vision and Core Values.

*Job Responsibilities*
- Shall be the focal point for communications between the government and vendor staff. The PMs shall provide a framework for project communications, reporting, incident management, and procedural and contractual activity. The tasks shall include, but are not limited to:
- Establishing documentation and procedural standards for a transition and the steady state operational and services environment.
- Conducting status meetings as required.
- Preparing biannual report of pertinent contract accomplishments during the specified timeframe.
- Preparing, presenting, and submitting to the government:
- EPA Monthly Financial Status Report.
- EPA reports, when requested.
- Produce various ad hoc reports related to the various tasks and duties described within this PWS, such as metrics, statistics, measurements, status reports, etc., as requested by the COR.
- Document program management approach in a Program Management Plan (PMP) and provide PMP updates throughout the contract performance period.
- Provide weekly status report for all task areas summarizing the previous week's activities.
- Responsible for accurate and timely completion of all program reports as required.
- Receive technical direction from the EPA COR/Program Manager, and the Alternate EPA COR in the absence of the EPA COR/Program Manager. This includes direction for the reprioritization of assigned work.
- Attend daily or weekly scheduled meetings with the EPA or as needed by the COR/Alt COR, to discuss the business-related performance of the contract, and upcoming task/projects for which the Contractor will provide technical support.
- Client Relationship Management - Develops relationships and serves as customer contact and manages overall customer interface relationships for defined contracts/scope(s) of work to ensure responsiveness to customer needs and effective professional conduct.
- Monitors and controls work in progress for technical adequacy; and provides active assistance to meet schedules or resolve complex technical or customer requirements.
- Is accountable for performance and delivery of defined contract/scope of work/tasks with strict adherence to customer satisfaction, goals, quality standards for products and/or services.
- Develop, implement, and maintain a Quality Assurance/Quality Control (QA/QC) Program that ensures that service delivery meets or exceeds performance requirements within the Performance Work Statement.
- Utilize statistics and customer satisfaction survey data to identify areas of strengths and weaknesses, and to recommend modifications/enhancements to work processes.
- Be on-call afterhours via phone and/or email.
- Other duties as assigned.
Minimum Job Skills and Qualifications

*Minimum Qualifications: *
- Bachelor's Degree
- Three (3) plus years' experience in IT management
- Proof of a current Project Management Professional (PMP) certification and maintenance of that certification throughout the life of the contract.
- Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

*Preferred Qualifications: *
- Technical expert in at least one major IT support area, such as IT security, network engineering, telecommunications, web development, etc.
- Ability to perform a permanent hands-on technical support role
- Information Assurance (IA) certifications
- Computing Environment (CE) certifications

- Excellent verbal and written communication skills.
- Use of Microsoft office suite of applications (Word, Outlook, Powerpoint, etc.).
- Highly motivated and is at ease with handling or managing multiple tasks at any one time
- Excellent business acumen and industry acumen
- Ability to forge new relationships, individual and teaming in nature
- Self-starter, ability to independently, yet as part of a team.

*Working Conditions*
- On-site office environment
- A minimum of forty (40) hours per week, eight (8) hours per day, during the core hours for IT support services (7:00 am to 5:00 pm).
- Must be physically and mentally able to perform duties for extended periods of time. Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
- Must be able to establish a productive and professional workspace.
- Must be able to work varying work schedules and/or extended hours to meet business needs and project deadlines which may include holidays.
- May be asked to travel for business or professional development purposes.
