Program Description

Rapid Re-Housing (RRH) is a national best practice in quickly resolving a household’s homelessness. RRH provides limited financial assistance and housing stability case management to households experiencing homelessness in King County. The program assists clients in locating housing, addressing barriers to renting, and provides advocacy on behalf of clients with landlords. Program Staff work with households to create and implement a housing stability plan with the goal of the household entering housing and taking over responsibility for the rent as quickly as possible.

 

Position Description

The Contract Compliance Specialist will be responsible for ensuring all program compliance in accordance to the department program contracts. The combination of these programs accounts for grant funding in excess of $3 million. This position will also be responsible for data quality and accuracy for the above as well as other local, state, county and federal reporting requirements. This position will be responsible for interacting with staff located in offices throughout King County.

Responsibilities

Audit and Monitoring Management:

  • In coordination with program leadership, implement an internal file audit plan.
  • Participate in monthly, quarterly and annual internal client file audits.
  • Maintain 95% audit accuracy.
  • Responsible for follow up on internal file audit deficiency corrections.
  • Continually monitor program funder communications for updated contract compliance requirements.
  • Update and train staff on any new compliance requirements.

Fiscal Records Management

  • Monitor and track all supportive service fiscal spending to ensure spending is in alignment with budgets and contract limitations.
  • Maintain updated list of ineligible activities allowed in supportive service spending.

HMIS Management:

  • Ensure all data maintained in the Homeless Management Information System is updated and accurate.
  • Responsible for understanding and using customized reports for management and staff to ensure contract compliance.
  • Develop electronic file monitoring worksheets for every client file to be used as a tool for internal audits.
  • Run monthly reports to ensure all data complies with contact requirements.
  • Pull, analyze and submit data into monthly repository per contract requirements for Federal, State, County and Local government contract requirements.

Qualifications

  • 1 year of experience in contract monitoring, data monitoring, or program management.
  • Strong writing skills.
  • Ability to work independently and with a team.
  • Excellent knowledge of Microsoft 365 Programs.
  • Valid WA State Divers License and ability to qualify as a driver under the agency’s policies.
  • Ability to relate well to staff and residents from a diverse racial, ethnic and/or cultural background.
  • Ability to work both independently and as a member of a team.
  • Ability to travel among work sites.
  • Support and uphold the mission, beliefs and values of Catholic Community Services and Catholic Housing Services.
  • Demonstrate the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.
  • Applicant must successfully pass required background clearances prior to an offer of employment.

Preferred Qualifications

  • Experience participating in state and federal audits concerning grants.
