Qualifications:

Basic Qualifications:
  1. A 4-year course of study leading to a bachelor's degree with a major in any field.

    or

  2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12.

AND

Minimum Qualifications GS-07:

To qualify at the GS-07 grade level, you must have at least one year of specialized experience at or equivalent to the next lower grade level, which must include the following experience: reviewing purchase requests for completeness; recommending best source of supply or service; assisting with awarding contract actions, and monitoring contractor performance.

Education: Have successfully completed 1 full year of graduate level education in one or a combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

Meet the requirements for superior academic achievement.

OR

Education and Experience: Have a combination of specialized experience and graduate education above that together meets 100% of the qualification requirements for this position.



Minimum Qualifications GS-09:

To qualify at the GS-09 grade level, you must have at least one year of specialized experience at or equivalent to the next lower grade level, which must include the following experience: performing contracting transactions from initiation to recommendation of award; procuring supplies or services through formal advertising or negotiation techniques; assisting with monitoring contractor performance; and reviewing contract files for completeness and closure.

Education:Have 2 full academic years of progressively higher-level graduate education or master's or equivalent graduate degree or LL.B or J.D. in one or a combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

Education and Experience:Have a combination of specialized experience and graduate education above that together meets 100% of the qualification requirements for this position.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion potential: Yes: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.

Responsibilities:

As a Contract Specialist you will:
  • Serve as contract specialist responsible for all aspects of the contracting transactions from initiation to recommendation of award.
  • Select appropriate clauses, ensure clear and complete specifications including packing and delivery requirements or other stipulations.
  • Coordinate with program officials in the procurement planning stage for acquisitions.
  • Give advice and recommendations on data that should be included in the procurement request.
  • Draft final contracts and determination memos for review and approval.
  • Coordinate requirements with internal operating personnel to insure adequacy regarding effective schedule cost estimates and relationship to existing or future requirements.
  • Monitor contractor performance and to solve problems relating to contract modifications, progress and other payments, and similar problems.
  • Draft final contract including specifications, packing and shipping requirements, inspection instruction, and all other special and standard clauses that are applicable to the procurement.
