What are the responsibilities and job description for the Human Resources Director position at Centre County Youth Service Bureau?
At YSB, we work hard to make kids matter every day! We are a non-profit organization that has Residential, Family, and Community Based programs for children and families.The Human Resources Director report s to the Chief Financial Officer (CFO), however he/she regularly takes direction from the Chief Executive Officer (CEO). The HR Director is responsible for overseeing and implementing all human resource management activities including advertising/ posting available jobs, screening resumes and candidates as appropriate, maintaining Employee Handbook, managing all aspects of paperwork related to hiring, benefits and terminations, and management of personnel files. In addition, there will be a critical emphasis on the HR Director’s involvement both in the scheduling and actual presentation of internal staff training. In conjunction with the CEO, the HR Director ensures compliance with all YSB policies, PA Department of Labor and PA Workers’ Compensation laws and Department of Human Services regulations, Federal Wage & Hour, Fair Labor Standards Act, Family and Medical Leave Act, Section 125 of the IRS Code and the laws and regulations of other governing bodies prescribed through contractual obligations.
Responsibilities
1. Ensures compliance with governing body regulations related to Human Resources through own actions, as well as by training and educating all program supervisors to uphold compliance.
2. Maintains procedures and protocols for fair employment regulations and standards. Coordinates annual review of agency Employee Handbook, and job descriptions with the CEO.
3. Prepares and distributes written and verbal information to inform employees of benefits compensation and personnel policies.
4. Manages agency benefit plans. Duties include maintaining contracts, completing reports as needed, researching options as directed, understanding benefit packages, providing benefits information to employees and responding to questions as they arise, and managing enrollments and changes.
5. Manages and maintains HR information system data; analyzes for completeness and accuracy of payroll information and to allow for efficient reporting of critical data. Specific items include, but are not limited to tracking: vacation accrual, required training certificate expirations, clearance expirations, employee service anniversaries and benefit eligibility.
6. Oversees the collection, analysis, and completion of time sheets each pay period for submission to the payroll bookkeeper for processing, including the review of time sheets regarding policy application.
7. Manages personnel files in conformance with agency policy and the regulations prescribed by regulatory agencies, outside funding sources, and contracts.
8. Assists in the recruitment and employment processes as enlisted by management staff, including posting openings, placing employment ads, setting up interviews, screening potential candidates as requested, completing employment paperwork, ensuring reference checks are completed and documented, and conducting new employee orientations.
9. Performs duties associated with orienting new hires including completion of all necessary paperwork and training. New staff training includes, but is not limited to timesheet use, agency forms, vehicle usage, distribution and initial review of agency policies and procedures, Code of Ethics, Boundaries, Confidentiality, and Mandated Reporting. The HR Director also schedules new employees for other necessary orientation training.
10. Participates in various in-house training teams as deemed necessary. Teams include First Aid/CPR, Safe Crisis Management, and others.
11. Manages Workers’ Compensation claims, documents and files state unemployment reports and questionnaires.
12. Acts as the key liaison between the agency and the Information Technology contracted provider, assigns and tracks computers/laptops across the agency, as well as troubleshoots technology/equipment issues as they arise. The HR Director acts as an administrator of Office 365 accounts/licenses.
13. Manages special projects as assigned, coordinating staff from multiple departments as needed.
14. Processes documentation associated with employee promotions, intra-agency transfers, and changes in status; processes terminations and conducts exit interviews; schedules and conducts stay interviews.
15. Through supervision of the Office Manager, ensures that receiving incoming calls and visitors, taking messages, etc. is covered during open office hours.
16. Through supervision of the Facilities Manager, ensures that YSB facilities are maintained and that maintenance requests are addressed and completed.
17. Participates in the agency’s Administrative Team.
18. Participates in trainings and agency meetings as assigned.
Qualifications
- A minimum of two years of human resource experience, or comparable education is preferred. Position requires excellent organizational skills, the ability to work on multiple projects, and the ability to offer assistance and direction to multiple people. Position requires excellent clerical and computer skills, ability to work well under deadline pressure, good interpersonal and time management skills.
