JOB SUMMARY
Reporting to the SVP, State Government Affairs, the VP, State Policy is responsible for developing strategy and managing legislative and regulatory plans and approaches related to overlapping federal and state policy matters. This position will primarily support Charter's efforts regarding the distribution of federal funds and the implementation of the Department of Commerce's (National Telecommunications and Information Administration's) Broadband Equity, Access and Deployment program (BEAD) in the company's forty-one state service footprint. This role will work closely with the regional state government affairs organization to help support advocacy in the states. The position will have close coordination with internal and external resources, including company personnel in various business units, government officials, industry trade associations, other peer companies, think tanks, academics, and third party groups, to develop policy proposals that advance business objectives.
MAJOR DUTIES AND RESPONSIBILITIES
Actively and consistently supports all efforts to simplify and enhance the customer experience.
Support all efforts to advance business goals, particularly those related to broadband deployment, access and adoption.
Develop and define company positions on broadband policy issues associated with the federal infrastructure law and NTIA's BEAD program and create and execute strategy for achieving Charter's rural access and affordability/adoption goals.
Actively monitor, analyze, and assess BEAD program and overlapping federal and state broadband policy matters for the company and design, coordinate and advance advocacy strategies to further the company's business objectives.
Develop and draft strategic proposals and support documentation, including talking points, public hearing testimony, regulatory pleadings and other written material for broadband policy education and advocacy.
Draft policy memoranda and utilize PowerPoint for executive briefings and presentations.
Build relationships with other provider companies, 3rd party constituencies, outside advocacy groups and think tanks to support and achieve broadband legislative, regulatory and policy objectives.
Prepare and present company positions before government authorities and at public events.
Develop and maintain professional and social contacts with government officials and agencies.
Coordinate with business and legal contacts regarding policy objectives.
Coordinate with Communications team as needed to support positive media relations.
Perform other duties as requested.
REQUIRED QUALIFICATIONS

Ability to write testimony, speeches and articles for publication and other advocacy documents and to effectively present information to executive management, public groups, and/or governmental agencies and legislative bodies
Knowledge of video, broadband, voice and mobile products and services
Detailed knowledge of regulatory and legislative procedures and processes
