SUMMARY
The Program Manager (ESS) is responsible for the operational management and business growth opportunities within assigned contracts or sector. Provide support in the creation of contract operational plans and budgets. Ensure assigned project teams meet or exceed operational and contract goals.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following:
- Supports Program Director and Operations General Manager by identifying, proposing and reporting progress on new business opportunities.
- Ensures performance on contracted efforts by executing approved plans, controlling and reporting progress relative to the established contract cost, schedule, and quality standards and following project management standards.
- Maintains continuous and effective communication with the customer organization to obtain a common understanding of their expectations.
- Manages and performs direct contract financial functions including budgeting, purchasing, travel, payment approval, invoicing and receivable controls.
- Takes a leadership role in the accomplishment of the Sector’s vision and ensures adherence to policies and procedures.
- Directs and performs program personnel functions including staffing, performance and salary reviews, EEO and benefits coordination, and personnel development.
- Recommends personnel actions to Program Director and/or Operations General Manager for approval, including job offers, promotions, bonuses, pay changes, and disciplinary actions when required by corporate policy.
- Monitors labor, material, and sub-contract costs and budgets.
- Makes periodic site visits for the purposes of work progress status.
- Delivers each awarded contract on time and within budget.
- Performs other job-related duties as assigned.
SUPERVISORY/MANAGEMENT AUTHORITY
- No Supervisory/Management Authority.
EDUCATION AND EXPERIENCE
- Bachelor’s degree in engineering, business, or a related field from an accredited university or college, preferred.
- Have a minimum of ten (10) years of relevant experience in the ESS technology field, including five (5) years of experience in a management or supervisory capacity and five (5) years in the functional area of the program to be managed preferred
- Project Management Professional (PMP) certified preferred

- Ability to comfortably interact with senior level military and contractor personnel
- Outstanding interaction skills, tact, and team building skills
- Demonstrated leadership abilities
- Ability to obtain and maintain an Active Secret Clearance. A TS/SCI is preferred or the ability to obtain a TS/SCI.
- Must be able to travel up to 25% of the time.
- Successfully pass a drug screen and a background check.
WORK ENVIRONMENT
- The majority of work is conducted in a climate-controlled office environment. Some travel to sites is required.
Pursuant to U.S. Presidential Executive Order 14042, Cherokee Federal is now requiring that all employees be fully vaccinated for COVID-19 by December 8th and going forward. Prospective employees will fall under this requirement and proof of vaccination will be required for on-boarding, should you be selected. TEMPORARY NOTE: On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden’s COVID-19 vaccine mandate for federal contractors (EO 14042). Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement.
