SUMMARY

Provide realty support services to NIH Real Estate Contract Branch (RECB).

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Prepare unilateral and bi-lateral contract modifications for recurring and non-recurring costs including, but not limited to payment of rent, procurement for building services and/or projects; administrative modifications; de-obligations of unused funds; and contract close outs in accordance with Government regulations and RECB policies and procedures
  • Provide document management and ensure that associated documents are complete per the lease index and/or Local Operating Procedures.
  • Conduct market research; trending analysis; analytical and fact gathering data; create and maintain spreadsheets, pivot tables; risk analysis; track acquisition and project milestones, acquisition schedules and prepare PowerPoint presentations
  • Perform contract reconciliations including CPI adjustments, taxes/utilities, and operating expense and/or rent escalations
  • Prepare documents related to FOIAs, data calls, audits, acquisition planning, delegation requests and Justifications of Other than Full and Open Competition (JOFOC)
  • Ensure work projects and documents accurately reflect minutes of meetings with internal and/or external stakeholders and are accurate, action items are concise, milestone dates are established, and after-action items are tracked.
  • Perform QA/QC measures on real property and lease documentation

SUPERVISORY/MANAGEMENT AUTHORITY

This position is responsible for supervising a team of four Realty Specialists and is responsible for the following:

  • Responsible for performance of project scope of work
  • Sets work procedures, priorities, levels of responsibility and objectives;
  • Provides guidance to subordinates;CNMC Realty Specialists;
  • Assigns and directs work;
  • Corrects and disciplines;
  • Recommends salary increase and performs formal review performance;
  • May recommend promotions and discharges;
  • May interview and select employees;
  • On-board new employees;
  • Determines the means, methods and materials for performing work.
  • Plans the work operation and may handle employee relations.
  • Oversees additional tasks/assignments received from RECB Branch Chief

EDUCATION and/or EXPERIENCE

  • A Bachelor’s degree is mandatory; a Master’s degree is preferred
  • Ten plus years of commercial real estate experience to include property management, execution & management of leases, risk analysis, market surveys, and negotiations are a must.
  • Demonstrated knowledge of leasing experience is required and knowledge of federal government leasing acquisition process (GSA) is highly preferred, but not required.
  • Advanced skills in Microsoft Office Suite & expert skills in Microsoft Excel; formulas, macros and automation, pivot tables, lookup formulas, charts, sorting & filtering data, drop down validation & form controls, familiarization with SharePoint.
  • Strong communications skills, both oral and written
  • Track record of good temperament and attention to detail
  • Excellent organizational and time management skills
  • Ability to work independently and in a team environment
  • Ability to obtain a Public Trust clearance, background check and pass a drug screen
  • Ability to read and interpret documents such as contracts, lease agreements, and technical descriptions

WORK ENVIRONMENT

Office work exclusively with no travel outside the local area.
