As a critical part of the Early Childhood Division, the Director of Compliance & ERSEA is responsible for monitoring and supporting sites to achieve 100% program compliance with government contracts, permitting agencies and other regulatory entities. In addition, the position will have a particular focus on the Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA) and will design and monitor the systems to keep all program in compliance with ERSEA policies and procedures. He/she will be responsible, through supervision of an analyst, for the ongoing design and maintenance of the Early Childhood data management system to ensure accurate and timely reporting on all issues related to compliance, record keeping and relevant outcomes monitoring. The Compliance Director reports directly to the VP for Early Childhood.
Responsibilities:
As a critical member of the Early Childhood central support team and under the supervision of the VP for Early Childhood, the Director of Compliance & ERSEA works across all sites to ensure the following:
Continuous Quality Improvement & Outcomes
- Oversee operations and compliance for Early Childhood programs.
- Strengthen systems to track program compliance with various regulatory entities (i.e. Department of Health’s Article 47, the Head Start Performance Standards, Department of Education and all site-specific funding regulations)
- Maintain regulatory knowledge and act as a resource to all Early Childhood staff as it relates to contract and reporting requirements and regulatory compliance.
- Design and conduct internal audits and collaborate with Program Directors to ensure effective corrective action.
- Review external audit results and corrective actions plans and monitor subsequent adherence to action plans.
- Communicate with the internal and external partners on Continuous Quality Improvement requirements.
Program Design and Management
- Responsible for designing and maintaining systems that ensure contract compliance.
- Responsible for updating, training on, auditing and ensuring the Division’s ERSEA policies and procedures (Eligibility, Recruitment, Selection, Enrollment and Attendance) following Head Start regulations.
- Prepare annual PIR and all other compliance reporting requirements for donors, funding agencies, and others as required.
- Perform internal audits, evaluate trends, identify potential risks, and educate staff.
Professional Development
- Collaborate with the Central Leadership Team to plan, coordinate, and implement a wide range of diverse, relevant, and creative professional development opportunities for all staff.
- Identify areas of development and conduct group training and one-on-one coaching to improve outcomes.
- Participate in offered trainings, workshops, in-service days, and/or all-staff conferences.
Qualifications:
- Master’s Degree required Business Administration, Public Administration, or other relevant degree
- More than five (5) years of experience in contract compliance and/or administration, early childhood/family welfare experience preferred.
- Excellent computer skills, particularly in data management systems and Excel.
- Ability to work independently and as part of a team.
- Ability to meet deadlines and problem solve.
- Strong analytic skills and written and verbal communication.
- Well-organized with special attention to detail.
