The Recruiter serves as subject matter expert and is responsible for effectively sourcing, assessing, pre-screening, interviewing, and extending offers. The Recruiter will have knowledge of the job market and continuously ensure that CHA is competitively recruiting across the enterprise. The Recruiter collaborates with Department Managers and other leadership to identify recruiting needs and opportunities. The Recruiter will be knowledgeable of all aspects of employment as well as will assist in processes and activities to enhance CHAs ability to attract and retain an exceptional workforce.

The office location is negotiable (can work from home, in Statesville NC, or a hybrid).
Principal Duties and Responsibilities
Specific duties and responsibilities:
- Provides management, consultation, and leadership regarding recruiting and related activities.
- Develops an on-going recruitment strategy for clinical and operations positions.
- Develops and maintains a pipeline of candidates for current and future positions.
- Effectively utilize Applicant Tracking Systems and provide detailed documentation from interviews.
- Provides coaching and instruction to hiring managers and others on the use of recruitment tools and effective interview strategies.
- Maintains an effective and efficient acquisition process.
- Collaborates with Human Resource staff to ensure a high-energy and welcoming start to a new employees journey with CHA.
- Maintains knowledge of the workforce market and ensures that CHA remains competitive in recruitment strategies.
- Evaluates resumes, conducts pre-screening, interviews, and telephone screens.
- Assists in the negotiation of terms of employment
- Extends verbal and written offers of employment
- Assists in the development of recruiting policies as needed
- Maintains and analyzes data related to CHA recruitment, retention and turnover and sets targets to improve each of the aforementioned metrics.
- Performs other duties as assigned.
Knowledge and Skills
- Ability to receive feedback, coaching and counseling while maintaining a positive attitude.
- Ability to produce positive results in a fast-paces dynamic organization.
- Knowledge and experience utilizing multiple job boards and job posting resources.
- Ability to quickly learn applicant tracking software. Experience with Paycom a plus.
- Proficient with Microsoft Office Suite.
- Demonstrated skills in managing talent acquisition and strategies for hard to recruit positions.
- Knowledge of federal and state employment laws, with special emphasis on hiring/recruitment.
- Knowledge of NC Clinical Coverage Policies, North Carolina Administrative Code and North Carolina General Statutes related to qualification requirements for specific positions a plus.
- Knowledge and experience of developing and maintaining a robust applicant pipeline.
- Knowledge and experience of working with recruiting firms, staffing agencies and related vendor management.
- Detail oriented and deadline driven.
- Experience managing multiple, conflicting deadlines and priorities and delivering on time results.
- Ability to work independently and make positive contributions that build a collaborative team.
- Ability to effectively handle and maintain confidential information.
- Exceptional written and verbal communication skills.

Covid-19 Vaccine Requirement

Education and Experience:
- Minimum of a bachelors degree
- 2-4 years of experience within the fill lifecycle recruitment arena (behavioral health / healthcare preferred)
