About Our Job At the Department of Housing Stability, we are committed to support Denver residents as healthy, housed and connected. We invest resources, create policy, and partner with various organizations to help keep residents in the homes that they already live in, quickly resolve an experience of homelessness, and connect residents to new housing opportunities. To support these efforts, the department helps to: Stabilize residents at risk of involuntary displacement and connect residents to housing resources such as home repairs, rent and utility assistance, and legal support. This work is led by our Homelessness Resolution and Housing Stability Division. Support persons experiencing homelessness by connecting them to housing, shelter and other services to get stabilized quickly. This work is led by our Homelessness Resolution and Housing Stability Division. Create and preserve existing affordable housing and connect residents at any income level to new housing opportunities through programs such as down payment assistance or counseling services. This work is led by our Housing Opportunity Division. Support financial services, contracting and procurement, data analysis and strategic planning, administrative resources, and communications across the housing continuum. This work is led by our Operations Division. This Contract Administrator position will primarily serve and be aligned with the Housing Opportunity Division. As the Contract Administrator, you will negotiate, implement, and monitor contractual agreements for the department and the City to ensure effective procurement and delivery of goods and services. The Contract Administrator will also: Negotiate the terms, scope of services, and budget for Housing Stability contracts, ensuring effective use of city resources to drive outcomes that address Denver’s housing stability needs Create requisitions in Workday for all standard expenditure contracts Perform on-site investigations and file reviews to verify compliance with contract requirements, including projected outcome requirements, contract spending milestones, and compliance with applicable federal and local rules and regulations; role will also require approving or denying adjustments to contract language, responding to inquiries and audits, and re-inspecting as necessary Determine any procurement needs and work with the HOST Procurement Contract Administrator to put out solicitations; help draft documents related to solicitation attend all procurement meetings Work with stakeholders and determine operational or other efficiencies for improving Housing Stability contracts Provide technical guidance to staff, partners and/or borrowers, recommend and coordinate the implementation of policies and procedures for assigned functions, and assist in developing new policies and procedures Act as a liaison to the City Attorney's Office, follow prospective contracts throughout the review process, and coordinate actions for breach of contract or compliance situations Make presentations to contractors and internal staff to provide information on contract/monitoring policies and procedures Coordinate with HOST partners to develop and maintain a tracking system of contract/monitoring files throughout the term of the contract, archive all resource documents, and complete reports for management on performance Perform some or all of the elements of lead work including, training on contract/compliance administration techniques, policies and procedures; and resolve problems encountered during daily operations Become a subject matter expert for the City’s contracting system Perform other related duties as assigned or requested About You Our Ideal Candidate has: 2 years of experience with federal housing programs, e.g., CDBG, HOME, HOPWA, ESG, etc. Experience in affordable housing and familiarity with real estate development; knowledge of affordable housing financing programs and associated legal documents (e.g., Loan Agreement, Rental and Occupancy Covenant, Subordination Agreement, Promissory Note, Deed of Trust, etc.) Strong analytical and evaluation skills in relation to federal, state and local level regulations Advanced skills with MS Office Suite (Excel, Word, PowerPoint, Outlook) We realize your time is valuable so please do not apply if you do not have at least the following required minimum qualifications: Education: Bachelor's Degree in Business Administration, Public Administration, Political Science, Management, or a related field Experience: Three (3) years of professional experience performing contract negotiation, contract administration, or conducting research and analysis in an area such as budget, compliance issues, or accounting Education/Experience equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post high school education.
