This classification performs customer service functions in maintaining and updating customer utility accounts in the Customer Service Department or clerical and administrative support duties in the collection and recording of property taxes, delinquent taxes and fees in the Business Office for the City of Alexandria. Work is performed under the general supervision of the Customer Service Manager or Business Office Manager, depending on area of assignment. Positions in the Customer Service Department are considered essential during emergencies and are required to work during storm-related events. Position is also subject to work overtime, including holidays and weekends.
Assists customers in person or by telephone with electric, gas and water utility services or with tax-related questions; explains procedures and fees/penalties per established policies and state/municipal regulations and ordinances; researches problems/complaints and resolves, or escalates complex issues to supervisor.
Researches and analyzes customer accounts; establishes payment arrangements within guidelines; collects on past due accounts and issues credit for overpayments; requests duplicate bills and delinquent notices as needed.
Receives payments for property taxes, delinquent taxes and fees such as grass-cutting, sanitation and demolition; posts payments in appropriate records; computes delinquent charges, including interest/penalties; prepares daily deposits; maintains records of delinquent tax balances and updates tax rolls.
Enters data to update electronic records of customer information and account status; documents actions in account records; maintains manual departmental files.
Processes service work orders for new service, cancellation and/or transfer of utilities; prepares related documentation; forwards to appropriate field personnel.
Researches Tax Assessor and Clerk of Court websites to determine property owners, mortgage holders, and contact information.
Assists in the annual public tax sale of delinquent properties and prepares certificates for filing in Clerk of Court’s office.
May assist with greeting customers at counter or drive-through window, receiving and posting utility payments, balancing cash drawer and preparing deposits.
Operates a personal computer, calculator, and related office equipment; utilizes specialized software in support of the department’s function.
High School diploma or GED; supplemented by one (1) year of experience in customer service or clerical work; property tax collection, paralegal, or related field; or as a Customer Service Representative; or any equivalent combination of education, training, and experience.
