Job Description
Under the general supervision of the Fire Department’s EMS Program, this position will administer, analyze, and coordinate the City of Amarillo’s Ambulance permit. This position will be responsible for permit oversight and evaluating AMR, AECC, and AFD data, including response times, geographical locations, and efficiencies of activities with an emphasis on service delivery. The permit administrator’s responsibilities will include designing, developing, and implementing systems and databases to store geospatial data; and composing GIS maps and other analytic deliverables.

- Support the City of Amarillo’s Ambulance Permit while working with the EMS program staff to determine EMS system goals
- Compose professional accurate reports from data analysis
- Perform data analysis to ensure Permit metrics are within compliance
- Evaluate Key Performance Indicator Daily Report provided by AMR to create weekly compliance analysis
- Conduct research and analysis of current and future response times, geographical data
- Design programs and methods to measure program outcomes
- Identify strategies to provide various EMS system data analyses
- Document compliance of Permit payments
- Maintain inventories for all loaned AMR equipment issued to AFD
- Assist with AFD audits
- Assist with EMS training records for AFD
- Performs other duties and responsibilities as assigned
Knowledge, Skills, Abilities
- Knowledge of accounting and interpretation of financial reports
- Knowledge of coordinate systems and map projections
- Knowledge of Computer Assisted Dispatch, records management systems, and equivalent
- Knowledge of HIPPA and Texas Medical Privacy Act limitations and allowances
- Skilled in effectively communicating verbally, electronically, and through technical report writing
- Skilled in working with Microsoft Office Suite
- Skilled in advanced analytical techniques, including the use of statistics, macros, pivot tables, and graphics
- Skilled in working with database exports
- Skilled in measuring project performance, and projecting trends
- Ability to develop process maps, automatic tasking, plot data, and analyze patterns
- Ability to prepare, sort, and analyze large amounts of data using
- Ability to perform multiple tasks simultaneously
- Ability to work with minimal oversight
- Ability to effectively work as a member of a team and develop positive work relationships
- Ability to work independently.
- Ability to effectively operate a computer for concentrating periods.
Licenses/Certification
Required Qualifications
- This position requires a High School Diploma
- Valid Texas driver’s license is required
Preferred Qualifications
A Bachelor’s degree from an accredited university with an emphasis in statistics, GIS, or a related field is preferred.
