The City of Anaheim Public Utilities Department seeks a dynamic Community and Sustainability Programs Manager to manage and coordinate the activities of the Community & Sustainability Programs Division, including product development and public benefits/advantage services.  To engage the Anaheim community, the Programs Manager will develop and maintain strategic partnerships with Anaheim residents, businesses, educational institutions, and community-based organizations to promote efforts in support of the department's water conservation, energy efficiency, income qualified, and sustainability initiatives.  Responsibilities include management of the development and implementation goals and objectives, ensure the efficiency and effectiveness of program delivery, oversee the development and implementation of the programs annual budget, develop community and sustainability programs, and manage business development and assistance programs.

Candidates must possess at least six (6) years of increasingly responsible experience managing community engagement initiatives and programs, including two years administrative and supervisory responsibility, supplemented by a Bachelor's degree from an accredited college or university with major course work in environmental science, business administration, public administration, marketing, or a related field. 


 
The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

  • Assume management responsibility for assigned services, programs and activities of the Community and Sustainability Programs Division; develop and manage comprehensive and strategic community engagement initiatives to support public utility conservation and sustainability programs, priorities, and policies.

  • Provide leadership in the area of customer engagement that supports the department's water and energy efficiency targets, sustainability goals, and strategic objectives; develop sustainability strategies to meet changing customer needs; design programs and support outreach efforts to transition customers to increasingly sustainable energy and water use.

  • Build and maintain partnerships with businesses, community groups, and educational institutions to promote conservation and sustainability initiatives; develop and execute strategies to engage with diverse community groups; work collaboratively with internal and external stakeholders.

  • Drive the optimization of residential, commercial/industrial customer products and services including water and energy efficiency products, carbon reduction, and sustainability initiatives; participate in developing a department position for proposed or current legislation; develop strategies to meet regulatory compliance and reporting obligations.

  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.

  • Coordinate with schools to improve campus energy and water efficiency and sustainability; collaborate with local educators on student engagement initiatives to promote conservation and Science, Technology, Engineering, Arts, and Mathematics (STEAM) education related to efficiency and sustainable technologies.

  • Develop conservation and sustainability programs that support income qualified customers and disadvantaged communities, including electric transportation and community renewables; assess and recommend financial assistance programs.

  • Plan, direct, and coordinate the work of division staff; motivate, coach and evaluate staff performance; work with employees to correct deficiencies; implement discipline and termination procedures.

  • Oversee and participate in the development and administration of the division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.

  • Supervise and participate in market research on efficiency and sustainability programs, service reliability, and utility rates for residential, commercial and industrial customers; recommend, develop, and implement new programs, products, and services.

  • Manage and assist in developing utilities programs and services to attract and retain commercial and industrial customers; oversee and direct Public Utilities' programs that assist businesses and commercial interests.

  • Oversee administration of residential, industrial and commercial customer surveys; administer requests for proposals and contracts for professional services.

  • Serve as the liaison for the department's programs and service efforts both inside and outside of the organization; promote stakeholder engagement with other divisions, departments, policy makers, and outside agencies.

  • Attend and participate in professional group meetings; maintain awareness of new trends, technologies, legislative impacts, and industry developments in the field of public utilities efficiency, sustainability, and customer engagement; incorporate new developments as appropriate.

  • Respond to and resolve difficult and sensitive customer inquiries and issues.

  • Perform related duties as required.
Experience and Education: Six (6) years of increasingly responsible experience managing community engagement initiatives and programs, including two years administrative and supervisory responsibility, supplemented by a Bachelor's degree from an accredited college or university with major course work in environmental science, business administration, public administration, marketing, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying
 
Knowledge of:  Sustainability programs, customer engagement, and outreach; income-qualified assistance programs; operational characteristics, services, and activities of investor owned or public utilities residential and commercial efficiency and conservation programs; principles and practices of organizational management; modern and complex principles of commercial/industrial and residential efficiency practices; modern marketing principles and practices; municipal budget preparation and administration; principles of supervision, training, and performance evaluation; and pertinent federal, state, and local laws, codes, and regulations.
 
Ability to:  Oversee and participate in the management of comprehensive conservation and sustainability initiatives and programs; select, supervise, train, lead and evaluate staff; participate in the development and administration of division goals, objectives, and procedures; prepare and administer large program budgets; prepare clear and concise administrative and financial reports; plan and implement complex projects with customers and contractors; read, interpret and apply complex technical and legislative publications, manuals, and other documents; research, develop, and/or acquire new products and services; facilitate creative and innovative business outreach and program marketing methods; analyze problems, identify alternative solutions, project consequences and implement recommendations; interpret and apply Federal, State, and local policies, laws, and regulations; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

License/Certification Required: Possession of an appropriate, valid driver's license.
