The City of Avondale has an opportunity for an Accountant assigned to the Finance & Budget Department. This is an FSLA-exempt, full-time position with benefits.
Performs various accounting duties such as creating and posting entries to the general ledger, reconciling accounts and bank statements, preparing an analysis of expenditures and revenues, administering grants, participating in special projects, and other financial duties assigned.
Prepares journal entries and reconciles general ledger and subsidiary accounts related to postings from payroll, accounts payable, cash receipts, and accounts receivable.
Reviews grant expenditures and ensure compliance with grant program requirements; prepares and submits requests for payment of grants.
Assists in the preparation of audit work papers. Assist in reviewing the city's financial statements including the Annual Comprehensive Financial Report, single audit reports, and other recurring and ad hoc reports.
Serves as a liaison with city departments and helps city staff in matters related to financial accounting policies and procedures.
Performs other duties as assigned.
Associate's degree in accounting or closely related field. Bachelor's degree preferred. Any equivalent combination of training and experience, which provides the required knowledge, skills, and abilities, may be considered.
A minimum of two (2) years of experience as an accountant, preferably in a municipal or government setting.
Work requires the ability to read grant documents, manuals, legal and professional papers, financial statements, vendor invoices, and general ledger reports.
Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division as well as business math.
Work requires the ability to write memos, and reports, email document procedures, and prepare recommendations for procedural changes.
Planning responsibilities include a timetable for grants administration that includes procedural adherence, fiscal reporting deadlines and methods, preparing for audit reviews, and coordinating with employees and the grants coordinator.
The Accountant prepares documents and does research to justify language used in documents for department units and may recommend budget allocations.
Job has no responsibility for the direction or supervision of others.
Work requires analysis and judgment in accomplishing diversified duties. Work also requires critical and independent thinking within the limits of policies, standards, and precedents.
Work requires providing assistance to city staff in matters related to the city’s financial accounting policies and procedures. In addition, the Accountant works with individuals outside the City who may belong to professional or peer organizations and with various state and federal agencies. Meetings and discussions may be conducted with external customers. Employees must maintain regular attendance. Ability to work in a constant state of alertness and safe manner.
