The City of Avondale has an opportunity for a Parks, Recreation & Libraries Assistant Director in the Parks, Recreation & Libraries Department. This is a FLSA exempt, full-time position with benefits.
Performs administrative work involved in leading, planning, organizing, maintaining, and directing activities and projects of the department. Works with the director to develop short and long-term planning, programs and budgets. Responds to requests from internal and external customers for park maintenance, recreation programs and services, special events, library services and operations, contractual maintenance services, and cemetery operations.Develops and manages assigned divisions of the Department by overseeing year-round recreation programs, library services, coordinating design, construction and maintenance of parks, department-wide contractual services, and ensuring long and short-range plans are implemented. Develops management plans for the implementation of facility and park operations, and recreation and library programming practices and procedures.
Oversees preparation of division budgets by coordinating projects, procuring supplies and services, recommending long and short-term goals and objectives, assuring projects and work plans align with budgets, and supervising all programs and activities to ensure they are within budgets.
Promotes excellent customer service skills and high-quality program development. Administers protocols and develops strategies to measure success.
Directs, supervises, motivates and evaluates staff. Resolves complex or sensitive issues related to employees, citizen issues/complaints, and department operations. Serves as departmental liaison for various committees.
Develops and provides high quality public presentations to senior management, community groups and political entities. Provide support to Parks and Recreation Advisory Board.
Performs periodic inspections of parks, recreation, aquatic and historical facilities to ensure safety, and compliance with department-approved guidelines.
Researches, analyzes, and prepares reports on parks, recreation and library program and project status, revenue, expenditures, attendance and accomplishments for city management, community organizations, and the general public.
Provides support to Public Art Program, Public Arts Commission, and ensure regular updates to the Public Art Master Plan.
Participates in the development, implementation, evaluation and enforcement of department policies, procedures, and standards. Interprets, explains, and enforces federal, state, county and city laws, rules and regulations.
Provides input on parks capital improvement program as it relates to new park development, redevelopment, equipment replacement and improvements, trail development, and public open space areas.Bachelor’s degree in Business, Finance, Parks and Recreation Management, Public Administration, or a related field. Master’s degree preferred.
Seven (7) years of increasingly responsible professional-level experience in parks, recreation, and libraries management, including five (5) years of supervisory experience of professional levels of staff.
Valid Arizona Driver’s License by the time of hire.
CPRP, CPM, and/or CPRE preferred. Work requires the ability to read and interpret technical reports, policy documents, construction documents, contractual bids, memos, action plans, employee evaluations, budgets, schedules, and blueprints.
Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division.
Work requires the ability to write Department policies and procedures, operating manuals, action plans, employee evaluations, schedules, budgets, memos, performance improvement plans and general correspondence.
Conduct research and analysis to provide statistical data to support changes to methods, processes and procedures. Planning responsibilities include devising personal and employee schedules, purchasing and maintaining inventory of supplies and assets, arranging meetings, developing a budget, and writing executive level reports.
Oversees budget preparation and reviews and approves expenditures of significant budgeted funds and may research and prepare recommendations for city-wide budget expenditures.
Work requires supervising and monitoring performance of regular employees, and overseeing the management of employees in the various divisions, including providing input on hiring/disciplinary actions, annual work plans for each division and the department, and work objectives and effectiveness of staff, and realigning work and priorities as needed. Ability to understand policies and procedures and communicate them to others.
