Salary Range: $93,367.00 - $153,867.00 Annually

 

The Baltimore City Health Department (BCHD) seeks a Chief People Officer for the Department of Human Resources. 

Founded in 1793, BCHD is the oldest health department in the country, with over 800 employees and an annual budget of $130 million, that aims to protect health, eliminate disparities, and ensure the well-being of every resident of Baltimore through education, advocacy, and direct service delivery. BCHD's wide-ranging responsibilities include maternal and child health, youth wellness, school health, senior services, animal control, restaurant inspections, violence prevention, emergency preparedness, STI/HIV treatment, and acute and chronic disease prevention.

The Chief People Officer is responsible for the day-to-day operations of the human resources office and staff. The Human Resource Office supports programs with hiring, retention, and implementation of policies and procedures to ensure compliance with federal, state and local regulations.

Essential functions:

Provide leadership and oversight of all areas of Human Resources including but not limited to labor relations, recruitment, EAP, training, equal employment, unemployment, City and agency specific policies, procedures, and guidelines.

Provide strategic advice to the Health Commissioner and Chief of Staff on matters pertaining to human capital; craft agency plans for a variety of HR matters; support the human factor in the agency by devising strategies for employee relations, performance evaluation, staffing, training and development; direct and manage Health’s human resources function, initiatives, systems, tactics and personnel; provide guidance to the senior leadership team; and recommend and implement legally sound and effective human resource management programs, policies, and practices.

Guide the Chief of Staff and Health Commissioner by analyzing data and using human resources metrics; specifically, leveraging internal and external data, trends, analytics, and insights to assess local and global talent gaps, forecast resource needs, and model future scenarios to accurately identify and prioritize talent risks and opportunities. Identify current and future needs of BCHD and align processes and procedures including recruitment, selection, on-boarding, professional and leadership development, training, evaluation, and retention strategies

Oversee and direct recruitment and employee relation activities; facilitate activities to promote retention of public health professionals.

Serve as primary liaison to the Department of Human Resources (DHR) and advance recommendations on organizational structure, employee classification and compensation specific to public health.

Serve as the point of contact for employment relations and engage with labor unions; monitor adherence to internal policies and legal standards; deal with grievances and violations invoking disciplinary action when required; and anticipate and resolve litigation risks. Represents the agency at union negotiations and hear all pre-termination and appropriate grievance actions.

Assist supervisors and principals with employee counseling, improvement plans, and due process procedures, where needed. 

Develop and implement a BCHD employee training and skill development programs, craft a comprehensive human capital plan, create an employee award and recognition program, convene long-range human capital planning workshops, and establish an agency cross-functional succession planning committee.

Coordinate and maintain record of credentialing, certification and licensure for all required employees.

Understand the strategies of BCHD and the impact of emerging technology, market shifts, and workforce changes to identify talent needs for the future and establish a strategy to ensure the right mix of talent and employment models to reach strategic human capital goals.

Identify, evaluate, and solve hiring challenges, strategize to recruit top talent to executive and key function areas; develop and implement effective recruiting strategies, and analyze results annually and make changes as needed; identify optimum recruiting opportunities and represent Health at key recruiting fairs and events; and develop and maintain active relationships with local colleges and universities.

MINIMUM QUALIFICATIONS:

Before submitting cover letters and resumes, applicants must have:

1. Bachelor's degree in human resource management, organizational development, business or a comparable field.

2. At least five (5) years of experience in HR at Director level including the full-spectrum of generalist HR functions and affairs (including employee and labor relations; wage/salary administration; employee benefits; learning & development; policy and compliance; recruitment & talent acquisition; organizational development; workforce planning; succession planning; strategic planning; special projects management in a large, diverse, fast-paced organization.

Or an equivalent combination of education and experience. 

Preferred Qualifications:

  • Master's degree preferred.
  • Experience working within a governmental entity is preferred.

Licenses, Registrations and Certifications:

Senior Professional in Human Resources (SPHR) or Professional in Human Resources (PHR) and/or     SHRM-Senior    Certified    Professional    (SHRM-SCP)    or     SHRM- Certified Professional (SHRM-CP) certification(s).
